Gyeonggi-do Human Resources Development Institute Shifts Public Official Training System to Customized Model

Gyeonggi Province has become the first in the nation to transform its public official training system into a subject-centered, learner-customized model utilizing artificial intelligence.


On January 12, Gyeonggi Province announced that it completed the upgrade of its education management system at the end of December last year, and from this year, it will operate AI-based customized education services for public officials in the province.


The core of this reform is shifting away from the traditional approach, where all public officials followed the same pre-designed curriculum, to a demand-driven education system. In this new model, learners can independently select the subjects they need based on AI recommendations.


Public officials can now use their personalized learning space, MEV (MyEduVerse), to receive automatic recommendations for individualized courses tailored to their job duties, rank, areas of interest, and learning history.


For example, in the case of education recommendations based on learning history, if Mr. A, a level-7 technical official interested in disaster and safety work, takes a basic concept course on disaster and safety through online learning and requests further recommendations, he will be advised to take in-person courses that can enhance his practical skills in disaster safety.


Furthermore, learners can use the intelligent bot 'AI Bami' to receive guidance on the overall education process, including course information, enrollment, completion, and subject recommendations, regardless of time or location.


To enable this, Gyeonggi Province has integrated and unified e-learning and in-person education information, and analyzed data from over 10,000 courses to newly develop the 'Gyeonggi-do Integrated Education Classification Framework (G-IECF),' which consists of five core competencies, 18 job categories, and 92 education topics.

Additionally, gamification elements such as e-learning rankings and digital badges have been introduced, along with the operation of a learner communication space called 'Talent Talk' and a sensor-based automated attendance management system. These measures are expected to boost learning participation and significantly reduce on-site inconvenience and administrative workload.


Public officials and co-learning participants in Gyeonggi Province can register for courses at any time via the Gyeonggi-do Human Resources Development Institute website (edu.gg.go.kr) or the e-HRD system, using either PC or mobile devices.


Going forward, Gyeonggi Province plans to share its AI-based learner-centered education model with central and local governments, and will continue to strengthen data-driven customized and collaborative learning, aiming to expand these practices throughout the public sector.


Kim Jaehoon, President of the Gyeonggi-do Human Resources Development Institute, stated, "The Gyeonggi-do Human Resources Development Institute, established in 1957, has undergone a major transformation of its education system after 69 years. We have fundamentally changed the way public official training is operated to suit the era of hyper-personalization," adding, "We will strive to ensure that the AI-based learner-centered education method becomes a practical system that leads to real-world application and policy outcomes."
