Seoul City will expand the eligibility for sewerage usage fee discounts for multi-child households.
On January 11, Seoul City announced that, starting in March, it will expand the 30% discount eligibility from the current households with three or more children to include those with two children. This measure aims to reduce the living expenses burden for multi-child families and support the creation of a child-friendly environment.

The benefit will apply to 321,125 households. Each household is expected to receive an average monthly discount of 4,522 won and an annual discount of 54,256 won.
Eligible applicants are households residing in Seoul as of the application date, with two or more children aged 18 or younger, based on the resident registration database. The discount is applied based on the number of 'children.' Even if the head of household is a grandparent or another relative rather than a parent, as long as the children reside together, the household is eligible to apply.
Applications can be submitted either in person or online. In-person applications will be accepted first at the local community centers corresponding to the applicant’s address starting January 12. Online applications will be available from March 3 through the Arisu Cyber Customer Center on the Seoul Arisu Headquarters website.
For in-person applications, applicants must bring their personal identification (resident registration card, driver’s license, or passport). To make the process smoother, it is recommended to prepare the customer number from the water and sewerage bill and the personal details of both the head of household and the applicant in advance. Additionally, the city plans to introduce a qualification verification system for online applications starting March 3, allowing applicants to check their eligibility without submitting separate supporting documents, thereby enhancing convenience for citizens.
With this new policy, the eligibility verification method for multi-child discounts will shift from using birth dates to a resident registration-based system. Therefore, households currently receiving the discount for three or more children must reapply. If they do not reapply within the designated period, the discount may be discontinued starting from the July 2026 billing cycle, so eligible households must make sure to reapply within the deadline.
Jung Sung-guk, Director of the Water Circulation Safety Bureau at Seoul City, stated, "We have expanded the sewerage usage fee discount to help alleviate, even slightly, the childcare and living expenses burden for multi-child households," and added, "We will continue to make careful and consistent efforts to provide administrative services that citizens can truly feel."
