Seongdong-gu to Jointly Promote "Happy Management Season 5" with Labor and Management

Nine New Initiatives Including Conversion of Overtime Pay to Annual Leave

Seongdong-gu in Seoul (District Mayor Jeong Won-oh) announced on January 11 that it will implement "Happy Management Season 5" to create a happy workplace culture based on communication, cooperation, and mutual growth. In January 2022, Seongdong-gu became the first local government to jointly declare "Happy Management" with both labor and management, and has since promoted initiatives to improve employee welfare and working conditions together.

Through labor-management cooperation, the district has launched more than 40 initiatives, including special leave for employees on their birthdays, the expansion of long-term service leave, support for influenza and shingles vaccinations, the introduction of an automatic parental leave system, and disaster safety allowance support.


On January 6, the district held a joint promotion agreement ceremony for "Happy Management Season 5" with the Seongdong-gu branch of the Seoul Regional Headquarters of the National Public Officials Labor Union. Despite challenging financial conditions this year, labor and management have agreed to introduce a total of nine new initiatives. These include converting overtime pay into annual leave, expanding the recruitment of dedicated duty personnel, eliminating unnecessary duty tasks, establishing proactive measures against abusive civil complaints, and providing motion desks for pregnant employees and those with disc disorders.


Jeong Won-oh, Mayor of Seongdong-gu, stated, "The 'Happy Management' initiative, which has continued for the past five years, has laid the foundation for mutual growth within our organization based on trust between labor and management. We will continue to foster close communication and cooperation to create a happier working environment for our employees and provide better administrative services to our residents."
