Kim Dongyeon, Governor of Gyeonggi Province, stated, "We are gradually fulfilling our promise to give residents an extra hour in their daily commute," and expressed his determination to swiftly advance the 12 lines included in the 2nd Gyeonggi Province Urban Railway Network Construction Plan.

The "2nd National Assembly Forum for the Rapid Promotion of the Gyeonggi Province Urban Railway Network," held on January 9 in Conference Room 2 of the National Assembly Members' Office Building, was attended by Kim Dongyeon, Governor of Gyeonggi Province, as well as National Assembly members Kim Taenyon, Baek Hyeryeon, Kim Seungwon, Lee Sujin, Han Junho, Kim Junhyuk, Boo Seungchan, An Taejun, and Lee Kiheon. In addition, over 100 participants, including Gyeonggi Province residents, city and county officials, research institutions, and transportation experts, were present.


In his welcoming remarks, Governor Kim stated, "This urban railway plan evenly includes areas with inconvenient transportation, regions awaiting growth, and those aligned with balanced development. Last year, we achieved significant results in the railway sector, such as the opening of the GTX-A and Byeollae Line. I can truly sense that Gyeonggi Province's major hubs are now within a 20-minute living radius."


Introducing Gyeonggi Province’s transportation welfare policies, such as the Gyeonggi Pass, Ddok Bus, and the halving of the Ilsan Bridge toll, Governor Kim added, "This is just the beginning. The most critical factor is passing the preliminary feasibility study. Together with 25 National Assembly members, we will do our utmost to ensure swift implementation as planned. Please continue to show your interest and support."


The "2nd Gyeonggi Province Urban Railway Network Construction Plan," developed by Gyeonggi Province through a planning study from September 2021 to December 2023, received final approval and was officially announced by the Ministry of Land, Infrastructure and Transport in December 2025.


This plan includes a total of 12 lines, extending 104.48 kilometers, with a total project cost of approximately 7.2 trillion won. The lines are: Wolgot-Baegot Line, Yongin Line Extension, Suwon Urban Railway Line 1, Moran-Pangyo Line, Seongnam Urban Railway Line 1, Seongnam Urban Railway Line 2, Gimpo Gold Line Hakun Extension, Pangyo-Opo Line, Dongbaek-Sinbong Line, Gajwa-Siksa Line, Daegok-Goyang City Hall-Siksa Line, and Deokjeong-Okjeong Line.


At the forum, representatives from Suwon, Yongin, Goyang, Seongnam, Siheung, Gimpo, Gwangju, and Yangju emphasized that urban railway projects have long been a major aspiration for local residents, and there was a consensus on the need for prompt project implementation.


Furthermore, participants highlighted that urban railways are not only essential for improving commuting convenience but also serve as key infrastructure for balanced regional development and residential stability. They stressed the need for establishing an organic cooperation system among Gyeonggi Province, local governments, and the National Assembly during the preliminary feasibility and pre-feasibility study stages.

Park Kyungchul, Deputy Director of the Gyeonggi Research Institute, who delivered the keynote presentation, stated, "As the theme 'Urban Railways in Our Neighborhood: Just the Beginning' suggests, this plan is only the starting point. The biggest obstacle to advancing railway projects is the preliminary feasibility study." He recommended, "We need to thoroughly analyze the reasons why projects included in the 1st urban railway network plan were not implemented, and explore various approaches to increase the likelihood of passing the preliminary feasibility study."


Notably, 25 National Assembly members (Kim Seungwon, Kim Seunghoe, Kim Seungwon, Kim Youngjin, Kim Younghwan, Kim Eunhye, Kim Jooyoung, Kim Junhyuk, Kim Taenyon, Moon Jeongbok, Park Sanghyuk, Baek Hyeryeon, Boo Seungchan, So Byunghoon, Son Myungsoo, Ahn Cheolsoo, An Taejun, Yeom Taeyoung, Lee Kiheon, Lee Sangsik, Lee Sujin, Lee Eonju, Jeong Seongho, Cho Jeongsik, Han Junho) participated as co-hosts, sharing a common understanding of the need for the swift implementation of the projects included in the 2nd Gyeonggi Province Urban Railway Network, and laying the groundwork for policy attention and cooperation at the National Assembly level.


Meanwhile, Gyeonggi Province plans to continue working closely with cities and counties to ensure that the follow-up procedures for the lines included in the 2nd Urban Railway Network Construction Plan proceed quickly. Additionally, the province will maintain ongoing consultations with the central government to ensure that projects proposed in the 5th National Railway Network Construction Plan and the 5th Metropolitan Transportation Implementation Plan are reflected as much as possible.
