Boseong County Launches Participatory Budgeting Contest: "Designing Our Neighborhood Budget Together"

Year-Round Submission of Participatory Budget Proposals
for Inclusion in the 2027 Budget

Boseong County in South Jeolla Province announced that it will be accepting proposals for the participatory budgeting program on a rolling basis throughout the year until December 31, 2026, in order to reflect a wide range of residents' opinions in the 2027 budget planning process.


The participatory budgeting system allows residents to directly participate in the budget planning process and propose projects to address local inconveniences and create better neighborhoods. Since 2023, Boseong County has expanded the application period to year-round in order to incorporate broader resident feedback.

Any resident of Boseong County is eligible to participate, and representatives and employees of businesses with a head office or branch in Boseong County may also apply.


In particular, all participants whose proposals are accepted, except for those in excluded categories, will receive Boseong Love Gift Certificates as an incentive. Additional incentives will also be provided, differentiated according to the results of departmental reviews and resident voting, for projects that are ultimately included in the budget.


Proposals can be submitted both online and offline. For online submissions, applicants can download and complete the application form from the "Budget Suggestions" section under Information Disclosure > Budget Information on the county website, and then upload it to the bulletin board. For offline submissions, applicants can submit their forms to the Budget Team in the Planning and Budget Office at the county office or to the administrative welfare centers in each town or township.


The county plans to focus its review on projects that improve residents' convenience and address inconveniences, as well as public projects that benefit a large number of residents.


In addition, priority will be given to projects that contribute to revitalizing the local economy, such as promoting culture and tourism, creating jobs, and attracting new residents.


All submitted proposals will undergo a feasibility and beneficiary review by the relevant departments, followed by a resident survey and deliberation by the Participatory Budget Committee, before being finalized and incorporated into the 2027 budget plan. However, proposals submitted after October 1, 2026, will be considered for inclusion in the 2028 budget.


A county official stated, "We are focusing on discovering projects that can improve the quality of life for residents and that residents can truly experience," and added, "We ask for your interest and active participation so that your daily lives can become more convenient and vibrant."
