Chuncheon City Implements Three-Zone Snow Removal System
Minimizing Sidewalk Snow Removal Gaps Through Collaboration With Local Organizations
Expanding Sidewalk Snow Removal in High Pedestrian Traffic Areas
Chuncheon City in Gangwon Province (Mayor Yuk Donghan) is strengthening its snow removal response system by shifting the existing sidewalk snow removal framework to focus on pedestrian safety and daily living areas, thereby enhancing pedestrian safety during winter snowfall and icy conditions.
To improve the efficiency of sidewalk snow removal, the city will divide the Chuncheon area into three zones and operate a snow removal response system for each. Equipment and personnel will be distributed across these zones, and the city plans to enhance mobility and responsiveness in snow removal operations by adapting flexibly to weather conditions.
For small sidewalks where equipment access is difficult or manpower is limited, the city will collaborate with local self-governing organizations such as the Autonomous Disaster Prevention Corps and village snow removal teams to minimize gaps in snow removal. Through the township and neighborhood administrative welfare centers, small-scale snow removal equipment will be provided, and support for equipment will be expanded and operational conditions improved to enable these local organizations to participate more efficiently in snow removal activities.
Previously, the city conducted a preliminary survey of sidewalk sections requiring snow removal in each township and neighborhood. Based on the results, areas with high pedestrian demand and frequent complaints about icy conditions will be prioritized. The city will gradually expand snow removal sections focusing on sidewalks near bridges, public facilities, and schools-areas with heavy pedestrian traffic and recurring icing issues. Through these measures, the city aims to enhance safety in areas closely tied to daily life, such as during commuting hours and school routes.
A Chuncheon City official stated, "The administration will take responsibility for and actively manage snow removal in vulnerable areas, while supplementing small sidewalks in partnership with local communities. We will focus on reducing inconvenience for citizens and creating a safe winter walking environment."
