59 Projects Across 6 Sectors
Enhancing Quality of Life for Citizens

Yeosu City in South Jeolla Province has released the "2026 Changing Systems and Policies," which organizes new or revised systems and policies being implemented from this year, making it easy for citizens to check.


The 2026 Changing Systems and Policies encompasses a total of 59 projects across six sectors: jobs and economy (6 projects), tourism, culture, and education (10 projects), health, welfare, and women (17 projects), agriculture, forestry, and fisheries (10 projects), environment, construction, and transportation (11 projects), and general administration, taxation, and others (5 projects).

First, support for small and medium-sized enterprises (SMEs) and small business owners will be strengthened as the region has been designated as an Industrial Crisis Preemptive Response Area. For SMEs in crisis areas, the local tax payment deadline will be extended by up to two years, and a 50% reduction in acquisition and property taxes will be offered to help overcome the crisis in the petrochemical industry.


In the health and welfare sector, the 8th Jeonnam Public Postnatal Care Center will open within Yeoul Hospital in Ungcheon-dong, and childcare centers will receive subsidies to reduce the infant-to-teacher ratio. Additionally, morning care operating costs will be provided to "morning care childcare centers" to create a better childcare environment by supporting care services before the start of the day.


To improve citizen convenience, a "free call taxi" service will be operated for all citizens, and the "voucher taxi" service for transportation-vulnerable groups will be expanded more than tenfold. Furthermore, cash boxes in city and village buses will be removed, and payments will shift to transportation cards and bank transfers, making public transportation more accessible.


Support for farmers will also be enhanced. To prevent sunburn damage to open-field orchards caused by prolonged high temperatures and heatwaves in summer, 50% of the purchase cost for sunshade nets and irrigation facilities will be subsidized. The public benefit allowance for farmers and fishers will also shift from the existing Yeosu Love Gift Certificate to a prepaid card format to increase usability.


The scope of "water and sewage fee reductions" will be expanded from basic livelihood recipients, severely disabled individuals, and households with three or more children, to include households with two or more children and victims and families of the Yeosu-Suncheon Incident. In addition, the coverage items for the "Yeosu Citizen Safety Insurance" will increase from 27 to 30, further strengthening the safety net for citizens.


A city official stated, "We have produced an easy-to-understand guide so that citizens can make the most of changing systems and policies without missing anything," adding, "We will continue to discover and implement systems and policies that benefit citizens' lives."
