Systematic Review of 247 Contract Cases Covering 68.6 Billion Won
Enhancing Fiscal Efficiency While Maintaining Project Quality
Chuncheon City in Gangwon Province (Mayor Yuk Donghan) saved 2,217 million won from its budget in 2025 by implementing the contract review system during the execution of various projects.
The contract review system is a process in which local governments verify the appropriateness of cost estimates before bidding and signing contracts for construction, service, and goods procurement projects. The aim is to promote more rational fiscal management by comprehensively reviewing project scale, work processes, and unit prices at the pre-implementation stage.
According to Chuncheon City, a total of 247 contract reviews were conducted last year, covering projects worth 68.6 billion won. By sector, the city achieved budget savings of 1.89 billion won from 106 construction projects, 281 million won from 28 service projects, and 46 million won from 113 goods procurement projects.
This achievement is the result of thoroughly reviewing on-site conditions and project characteristics in accordance with relevant laws and cost estimation standards, as well as preemptively checking the appropriateness of project volume and processes. The focus was on adjusting unnecessary elements while maintaining the purpose and quality of the projects.
In particular, Chuncheon City operated the contract review system not as a means of indiscriminate budget cuts, but by determining appropriate costs suitable for the field through consultation with project departments. Through this process, the city enhanced project completeness and proactively addressed potential issues, striving for more robust administrative management.
A Chuncheon City official stated, "Rational and thorough contract reviews are a crucial process to ensure that citizens' valuable tax money is used more efficiently," adding, "We will continue to enhance project quality and strengthen transparency and trust in fiscal management to create an even more integrity-driven city."
