The collection rate for regular local taxes within the payment deadline in Suwon, Gyeonggi Province last year rose by 4.8 percentage points compared to the same period of the previous year.
Suwon City attributes this improvement to the introduction of its "mobile electronic notification service" in November 2024. As a result of this achievement, Suwon City secured an additional 13.66 billion won in revenue.
The mobile electronic notification service introduced by Suwon City uses certified electronic document intermediaries such as Kakao and KT to send tax bills and notices directly to the taxpayer's smartphone. Electronic notifications are sent using the resident registration number linkage information, regardless of whether the taxpayer has applied for electronic notification.
Unlike the previous paper-based notification system, the new method is designed so that citizens can easily check notifications and make payments seamlessly in a mobile environment. Taxpayers can instantly view the notification on their smartphones and make payments conveniently.
Suwon City significantly improved payment convenience by intensively sending mobile electronic notifications via KakaoTalk to citizens who had not yet checked their tax bills for regular local taxes such as automobile tax, property tax, resident tax, and license tax as the payment deadline approached.
By sending notifications electronically, Suwon City resolved issues such as lost or misdelivered paper bills and encouraged tax payments before delinquency occurred. This preemptive approach prevented delinquencies, reduced administrative costs, and helped maintain stable revenue.
Building on this increase in the collection rate, Suwon City plans to continuously expand the scope of mobile electronic notifications and enhance data analysis regarding notification timing, recipients, and methods to strengthen its customized tax administration services.
A Suwon City official stated, "Mobile electronic notification is not simply a change in notification method, but an administrative innovation tailored to citizens' lifestyles. The improved collection rate for local taxes within the payment deadline in 2025 clearly demonstrates that digital-based tax administration can enhance both citizen convenience and fiscal stability."
