Kim Dongyeon Stresses Policy to Address Climate Crisis Through Public Transit Use
Starting this year, the unlimited monthly pass feature called 'Moduui Card' will be added to 'The Gyeonggi Pass,' which reimburses a portion of public transportation expenses for all modes of public transit nationwide.
For adults, users can enjoy unlimited rides on buses and subways for 62,000 won per month and receive a refund for any excess amount spent. With a 100,000 won monthly pass, users can also enjoy unlimited rides on higher-cost transportation options such as metropolitan buses and the GTX. Notably, the system automatically calculates and provides the maximum refund based on the user's age group and usage amount, so there is no need for users to apply separately.
The Gyeonggi Pass is a transportation cost support policy based on the Ministry of Land, Infrastructure and Transport’s K-Pass. With the introduction of the 'Moduui Card' unlimited pass feature to K-Pass, the benefits of The Gyeonggi Pass, which is linked to K-Pass, have also been expanded.
The 'Moduui Card' offers a full refund for any public transit expenses that exceed the monthly base amount, effectively functioning as an unlimited monthly pass for public transportation.
The refund base amount is 62,000 won for the standard type and 100,000 won for the plus type. For the plus type, the refund also applies to transportation modes with a single fare of 3,000 won or more, such as metropolitan buses and the GTX.
Existing Gyeonggi Pass users can receive the benefits of the 'Moduui Card' without any additional application process. Each month, the system analyzes the user’s transportation modes and expenses and automatically applies the refund method that provides the highest amount-whether it is the existing proportional refund (20-53%) or the 'Moduui Card' (standard/plus type).
For young people eligible for a 30% public transportation refund, the K-Pass and Moduui Card provide benefits to those aged 19 to 34. In contrast, Gyeonggi Province extends additional youth benefits to a wider age range, covering those aged 19 to 39.
In addition, the 'Gyeonggi Province Children and Youth Transportation Cost Support Program,' which reimburses 100% of transportation expenses up to 240,000 won per year for children and youth aged 6 to 18, will continue. Since October last year, the 'Gyeonggi Province Senior Citizens Transportation Cost Support Pilot Program,' which reimburses up to 360,000 won per year for seniors aged 70 and over in Icheon, Dongducheon, and Yangpyeong, has also been ongoing.
Gyeonggi Province Governor Kim Dongyeon stated, "The Gyeonggi Pass not only alleviates transportation costs for residents but also helps address the climate crisis by encouraging a shift from private vehicles to public transportation, thus reducing carbon emissions. With the addition of the Moduui Card benefits, we will ensure that even more residents can use The Gyeonggi Pass this year."
Residents who wish to use The Gyeonggi Pass can obtain a dedicated K-Pass card and register as a member through the K-Pass app or website. The children and youth transportation cost support program can be accessed through the website operated by the Gyeonggi Transportation Corporation, while applications for the senior citizens transportation cost support program can be made in person at local administrative welfare centers.
As of January 5, 2026, the number of subscribers to The Gyeonggi Pass has surpassed 1.63 million. The Gyeonggi Pass also received the top policy award at the Gyeonggi Province Policy Festa held on December 30, 2025, reflecting strong support from residents.
