Gyeonggi Province Distributes Sample Bid Announcements for Apartment Management to Prevent Disputes

The Gyeonggi Provincial Government has prepared sample bid announcement templates for the selection of housing management companies and construction and service contractors, aiming to prevent conflicts and disputes in apartment complexes. These templates have been distributed to 31 cities and counties within the province.

The Gyeonggi Provincial Government explained that the background for preparing these templates was the frequent occurrence of violations of relevant laws and guidelines, such as excessive participation restrictions and omissions in bid announcements, which have led to complaints and have been pointed out during audits.

The sample templates have been developed for six types of contractor selection, including housing management companies, general construction, and security and cleaning services. They have been distributed to apartments through each city and county.

Gyeonggi Provincial Government

Hong Ilyoung, Director of the Apartment Housing Division at the Gyeonggi Provincial Government, stated, "The sample bid announcements include essential measures to protect residents' rights and interests, such as preventing financial damages like fines or lawsuits that may arise from bid announcements violating laws and guidelines, and resolving private disputes among residents or between residents and contractors." He added, "We hope that apartment complexes will use these sample templates as a reference to reduce cases of legal violations."

Previously, the 'Gyeonggi Province Apartment Management Audit Results Review Committee,' which consists of various private experts such as lawyers, accountants, and housing managers, recommended in October last year that the province distribute sample bid announcements to address audit findings. The Gyeonggi Provincial Government accepted this recommendation and has proceeded with the distribution of the sample templates.
