Sangju City Establishes "Invisible Boundaries"... National Commendation for Cadastral Administration

Field-Oriented Resurvey Reduces Disputes and Builds Trust
Local Administration Recognized by the Ministry of Land, Infrastructure and Transport

Sangju City's cadastral administration has been recognized as "field-oriented administration," earning a national commendation.


Sangju City was selected as an outstanding local government in the "2025 Cadastral Resurvey Project Performance Evaluation" organized by the Ministry of Land, Infrastructure and Transport, and received a commendation from the Minister.

The cadastral resurvey project is a key national initiative aimed at correcting cadastral registration details that do not match the actual land use and converting them into digital cadastre records.


In this evaluation, which targeted 17 metropolitan cities and provinces and 226 local governments nationwide, Sangju City was highly praised for actively resolving boundary disputes and complaints among landowners on-site, thereby contributing to the protection of private property rights.


In particular, the city was noted for going beyond formal procedures by strengthening explanations and consultations with landowners, which minimized conflicts. The "mediation-centered administration" approach during the complex cadastral resurvey process, where various interests often collide, was recognized for producing tangible results.


Currently, in the 2025 project targeting three districts-Gongseong Oksan, Byeongseong, and Namjeok (a total of 1,470 parcels)-Sangju City has completed the cadastral resurvey and is now in the stage of coordinating landowners' opinions regarding temporary boundary markers. The city plans to complete the project by 2026 after deliberations by the boundary decision committee and settlement of adjustment payments.


Preparations for new projects in 2026 have also been completed in advance. In the districts of Eunchuk Bongsang and Ugi, Oeseo Usan, and Nakdong Sangchon, the implementation plans have been established and resident briefings have already been held, paving the way for full-scale commencement. The city plans to continue annual projects without interruption to accelerate the transition to digital cadastre.


Kang Youngseok, Mayor of Sangju City, stated, "This ministerial commendation was made possible thanks to the understanding and participation of our citizens," and added, "We will continue to resolve inconveniences in exercising property rights by ensuring smooth boundary coordination for the 2025 project and seamless implementation of new projects in 2026."


Cadastral resurvey requires both precision and trust in administration. Sangju City is demonstrating that establishing previously invisible boundaries and reducing disputes can become a true competitive advantage in public administration.
