Lee Kwonjae, Mayor of Osan, Gyeonggi Province, has expressed his determination to focus the city's resources this year on advancing the development of the Segyo 3 District, positioning it as a key hub for Osan's future balanced growth.

On January 7, Mayor Lee held a New Year's press conference at the Osan Osaek Culture and Sports Center, where he outlined his vision for city administration in the coming year.


Mayor Lee stated, "The development of the Segyo 3 District is the central axis for Osan's balanced development," adding, "We will ensure that the opinions of all 270,000 citizens are reflected from the planning stage."


In particular, Mayor Lee announced his intention to actively request an expansion of the economic self-sufficiency zone within the Segyo 3 District from the currently planned 930,000 square meters to 1.5 million square meters. The plan is to establish an advanced technovalley and a game content cluster in this area, transforming it into a specialized city for AI, semiconductors, and the gaming industry, comparable to Pangyo in Seongnam.


He also emphasized, "We will focus on expanding infrastructure, including transportation, throughout the Segyo 3 District development process." Regarding related transportation infrastructure, he plans to actively request the government to grant blanket exemptions from preliminary feasibility studies, as well as to include measures such as the KTX Suwon Line stopping at Osan, the prompt commencement of the GTX-C Osan extension, and the extension of the Bundang Line to the Segyo District in the metropolitan transportation improvement plan.


Mayor Lee also expressed his intention to accelerate the development of major local landmarks, including the Osan Station area.


He said, "We will closely coordinate with the Ministry of Land, Infrastructure and Transport, Gyeonggi Province, and other relevant authorities to designate the Osan Station area, including the former Gyeseong Paper Mill site, as a 'Space Innovation District' for the development of ultra-high-rise mixed-use facilities."


Within the Segyo 3 District, the city plans to secure large-scale commercial sites to attract major lifestyle and cultural facilities such as Starfield. In addition, there are plans to relocate the existing general stadium and establish a multi-purpose sports town equipped with a comprehensive sports stadium and an e-sports arena.


The city will also explore ways to utilize other sites with future urban value, such as the former Seoul National University site in Naesammi-dong and the relocated reserve forces training center.


Mayor Lee, referencing last year's Seoburo collapse incident, also pledged to significantly strengthen the city's safety infrastructure. The city will regularize safety inspections for aging apartment complexes and multi-use facilities, and advance the safety management system not only for major infrastructure but also for every corner of citizens' daily living spaces.


Policies related to childbirth, childcare, and education will also be expanded. The city will provide up to 300,000 won for fetal abnormality testing to high-risk pregnant women aged 35 and older. Three additional "Saessak Stations," which serve as drop-off and pick-up shelters for infants and toddlers living in apartment complexes, will be installed this year.


This year, the city will introduce "AI Dream Lab," a customized on-site AI education program for elementary, middle, and high school clubs. There will also be "residential ski camps" for 4th to 6th grade elementary students, and "residential science camps" in partnership with KAIST for elementary and middle school students.


Additionally, Mayor Lee plans to continuously expand living infrastructure for citizens' leisure, including barefoot loess trails, water playgrounds, landscape lighting, community culture centers, administrative welfare centers, family libraries, and cultural libraries.


Mayor Lee concluded, "The city will not remain complacent with the strength it has built up so far, but will continue to move forward," adding, "We will steadfastly continue on the path toward a new century for Osan."
