Overall Integrity Score Surpasses National District Council Average by 7.5 Points
The Seocho District Council (Chairman Ko Sunjae) announced on January 6 that it had achieved the highest rating among the 25 district councils in Seoul, earning a Grade 2 in the "2025 Public Institution Comprehensive Integrity Assessment" conducted by the Anti-Corruption and Civil Rights Commission, thereby demonstrating its top-tier level of integrity within the city.
According to the assessment results, the Seocho District Council scored 80.0 points overall, surpassing the national average for basic district councils (72.5 points) by 7.5 points. This year, with no district council in Seoul achieving a Grade 1 rating, Seocho District Council maintained its excellent Grade 2 status for the second consecutive year, achieving the highest performance among its peers.
This achievement was underpinned by remarkable growth in a short period. The Seocho District Council showed significant improvement, raising its overall score from 73.5 points last year to 80.0 points this year-a 6.5-point increase in just one year.
In particular, the "Integrity Effort" category, which evaluates the institution's self-initiated efforts, saw a dramatic increase of 13.9 points from the previous year's 79.5 points to 93.4 points. This figure is about 10 points higher than the average for basic district councils (83.5 points) and is attributed to the Seocho District Council's fundamental improvements to its administrative systems to foster a transparent organizational culture.
Among the detailed indicators, the council achieved perfect scores (100 points) in core areas related to system establishment, such as developing anti-corruption action plans, revising factors that could induce corruption, and enhancing the effectiveness of conflict-of-interest prevention systems. In addition, the council demonstrated above-average reliability nationwide in overall operations, with a score of 75.3 points for budget execution appropriateness and 68.6 points for fairness in organizational management.
Chairman Ko Sunjae stated, "Achieving the highest results among Seoul's district councils is the outcome of council members and staff quietly fulfilling their duties to earn the trust of residents. We will continue to operate our established integrity system thoroughly, ensuring transparent legislative activities that residents can truly experience."
