Hwasun County to Issue 80 Billion Won in 'Hwasun Sarang Gift Certificates' Aerial View of Hwasun County Office

On January 6, Hwasun County in South Jeolla Province announced plans to issue 80 billion won worth of 'Hwasun Sarang Gift Certificates' in 2026 to revitalize the local economy and boost sales for small businesses.


The county will continue to offer a 10% upfront discount in 2026 to ensure stable sales and increased use of both paper and mobile Hwasun Sarang Gift Certificates.


However, for additional discounts exceeding 10%, the county plans to implement a cashback system at the time of payment. Accordingly, for the month of January, an extra 2% cashback benefit is being provided when making purchases with mobile Hwasun Sarang Gift Certificates.


Last year, Hwasun County invested 12.9 billion won to provide a 15% special discount on mobile Hwasun Sarang Gift Certificates, a 5% cashback during the Korea Grand Festival, and increased the purchase limit to 2 million won during Chuseok and year-end holidays, among other benefits. The county issued approximately 100 billion won worth of Hwasun Sarang Gift Certificates.


As the use of Hwasun Sarang Gift Certificates has increased, consumer spending has expanded, particularly in traditional markets and local shopping districts, injecting vitality into the regional economy and positively impacting the sales of local small business owners and self-employed individuals.


Building on these achievements, the county plans to flexibly manage the issuance volume and benefits to continue implementing highly effective economic revitalization policies.


Park Yonghee, Head of the Local Economy Division, stated, "We plan to expand cashback-based discount benefits to increase the usage rate of mobile Hwasun Sarang Gift Certificates and translate this into tangible consumer spending."
