Full Subsidy of 4,500 Won Issuance Fee with City Budget Starting January 16

Gyeongju City announced on January 6 that, starting from January 16, it will fully subsidize the out-of-pocket costs incurred when issuing disability registration cards, using the city budget.


This measure is intended to improve digital accessibility by fully covering the 4,500 won issuance fee for IC-type disability registration cards with city funds, in line with the implementation of the mobile disability registration card system.

The mobile disability registration card is a digital identification card with the same legal effect as the physical disability registration card, allowing persons with disabilities to verify their status using a smartphone.


It can be used in various aspects of daily life, including public transportation, designated parking spaces for persons with disabilities, and access to public facilities.


To use the mobile disability registration card, one must first obtain an IC-type disability registration card, which may incur a card issuance fee.


To alleviate this financial burden, Gyeongju City has decided to fully cover the initial issuance cost of the IC-type disability registration card with the city budget.


Applications for disability registration cards can be made at eup, myeon, and dong administrative welfare centers. After receiving the IC-type card, users can apply for the mobile disability registration card by entering a PIN.


Joo Nakyoung, Mayor of Gyeongju, emphasized, "Institutional changes should not lead to increased burdens for citizens," adding, "Gyeongju City is proactively allocating the necessary budget to guarantee the rights of persons with disabilities and enhance digital accessibility."
