Establishing an Autonomous Prevention System Centered on Risk Assessment
Simultaneous Management of Industrial and Civic Disasters
Cheongyang County in South Chungcheong Province has established the "2026 Comprehensive Plan for Serious Accident Prevention" to prevent major industrial accidents and civic disasters, and will actively implement the establishment of a safety and health management system and compliance with relevant laws and regulations.
On January 6, the county announced its vision of "Realizing a Happy and Safe Cheongyang County for All Residents" and stated that it will build a system to simultaneously manage and prevent both major industrial accidents and major civic disasters.
To this end, the county has set the establishment of an autonomous prevention system centered on risk assessment as a key task.
The main initiatives include: ▲ operating a near-miss accident discovery center to proactively identify potential risk factors ▲ mandating risk assessments before work begins ▲ ensuring compliance with personal protective equipment requirements ▲ providing regular and systematic safety and health education.
In particular, the county will strengthen its response to government policies in line with the Ministry of Employment and Labor's "Serious Accident Reduction Roadmap."
The county plans to provide customized consulting and training to workplaces to enhance the effectiveness of risk assessments, and will conduct intensive training reflecting the three major types of accidents designated as key management targets by the government.
In addition, the county will expand the direct participation of management personnel and improve on-site implementation by inspecting and providing feedback on risk assessment results.
Furthermore, the county will revitalize the Industrial Safety and Health Committee and the Safety and Health Council, and operate "Cheongyang County Safety and Health Inspection Day," thereby promoting the establishment of a self-regulated prevention system through a continuous communication structure.
The county will operate a real-time monitoring system for amendments to relevant laws such as the Occupational Safety and Health Act and the Serious Accidents Punishment Act, as well as policy trends. Guidelines and legal interpretations provided by the Ministry of Employment and Labor during the implementation of the roadmap will be promptly reflected and applied to the safety and health management system.
A county official stated, "We will thoroughly implement the comprehensive plan for serious accident prevention and conduct continuous guidance and inspections to ensure that residents and workers can focus on their daily lives and work with peace of mind," adding, "We will establish a seamless prevention system that incorporates feedback from the field."
