Jeollanam-do Accepts Applications for "Basic Birth Income"
Eligibility Begins After 12 Months of Age
Jeollanam-do will provide the Jeollanam-do-City/County Basic Birth Income to babies born in Jeollanam-do in 2025, following the provision to those born in 2024.
In November 2025, Jeollanam-do revised the "Ordinance on the Provision of Basic Birth Income in Jeollanam-do" to reflect basic social trends, and changed the name of the program from Basic Birth Allowance to Basic Birth Income.
The Basic Birth Income is paid on the 25th of every month, starting from the month when the child turns 12 months old, at a rate of 200,000 won per month. Payment begins from the month of application, and retroactive payments are not made if the application is delayed.
To be eligible, at least one guardian and the newborn must have resided in Jeollanam-do continuously from the date of birth registration, and at the time of application, all guardians must have their address registered in Jeollanam-do.
Applications can be made at city or county administrative welfare centers or through the "Government24" online portal. For those born in 2024 who are already receiving Basic Birth Income, no separate application is required as long as eligibility is maintained.
The Basic Birth Income has been designed as a regular and long-term policy that considers the overall growth of children up to adolescence, moving away from one-time support focused only on infancy. It is credited with spreading the perception that "the local community raises children together" and fostering a birth-friendly environment.
Of the 7,100 eligible recipients in 2025, 7,014 (preliminary count) received payments, achieving a payment rate of 98.7%.
Jeollanam-do continues to rank first nationwide with a total fertility rate of 1.03 in 2024 and 1.11 as of the third quarter of 2025. The cumulative number of births as of October 2025 was 7,295, a 6.1% increase compared to the previous year, and the number of births is expected to continue rising.
Yoon Yeonhwa, Director of the Population and Youth Immigration Bureau of Jeollanam-do, stated, "The Basic Birth Income policy has played an important role in maintaining Jeollanam-do's top nationwide ranking in total fertility rate," and added, "We will strengthen policies for each stage of life, from marriage, pregnancy, childbirth, to child-rearing, to create an environment where it is easier to have and raise children."
