Hanam City Ranks First Nationwide in Gyeonggi Province Emergency Welfare Crisis Counseling Activation Evaluation

Hanam City in Gyeonggi Province (Mayor Lee Hyun-jae) announced on January 5 that it was selected as the top municipality in the "Emergency Welfare Crisis Counseling Activation Excellence Evaluation" hosted by Gyeonggi Province and received a commendation from the Governor of Gyeonggi Province.

This evaluation compared and assessed 31 cities and counties in the province based on the performance of linking public and private resources for households in crisis reported through the Gyeonggi Province Emergency Welfare Crisis Counseling Hotline (call center) from January to October 2025, as well as the execution of emergency welfare, excellence in hotline promotion, and case management.


The Gyeonggi Province Emergency Welfare Crisis Counseling Hotline is a 24-hour counseling system designed to quickly identify and support neighbors in crisis. Reports can be made not only via phone and text counseling but also through call center connections and online channels. Any citizen can report households in need of help due to financial crises, housing instability, health problems, and more. The information received is linked to the relevant local administrative offices, leading to emergency welfare support or connections to public and private resources.


To activate the hotline, Hanam City carried out continuous promotion using designated banner stands, electronic display boards, and IPTV video promotion systems, while also providing direct guidance at welfare centers, subway stations, and traditional markets. Through these efforts, the city provided practical assistance to households in crisis by connecting them to public support such as basic livelihood security and national or provincial emergency welfare, as well as private resources like neighborly donations and sponsorship funds.


In particular, rather than limiting support to short-term aid, households facing complex difficulties were selected as integrated case management recipients, ensuring ongoing monitoring and tailored support. This proactive welfare safety net approach received high marks in the evaluation. The city explained that its promotional achievements and the results in identifying and supporting households in crisis were reflected evenly in both qualitative and quantitative assessments, leading to its selection as the top municipality.


A city official stated, "The Emergency Welfare Crisis Counseling Hotline is the fastest channel for discovering and connecting neighbors in need," adding, "We will continue to work to eliminate welfare blind spots through citizen reports and field-oriented responses."
