Building a Busan-Specialized AI Model Based on HyperCLOVA X DASH
Launching Real Services for 6,000 Employees Across All Busan Departments
Utilizing Collaboration Tool Naver Works... Implementing "AI Bugi Deputy Director" Chatbot
Naver Cloud announced on January 5 that it will officially introduce administrative services utilizing generative artificial intelligence (AI) in partnership with the Busan Metropolitan Government starting this year.
The Busan Metropolitan Government plans to improve its overall administrative work processes by building specialized AI using Naver Cloud's large language model (LLM), HyperCLOVA X, and by adopting the business collaboration tool Naver Works. In addition, the city aims to systematically drive the transition to AI-based administration.

To this end, the two organizations have been promoting the introduction of Busan-style AI services since April of last year, and from this year, AI adoption will expand to all departments within the Busan Metropolitan Government. Over the next three years, their goal is to complete Busan-style AI administrative services as a standard model for public sector AI administration through technological advancement and service expansion.
As the first step, last year the Busan Metropolitan Government began building a city-specialized AI model based on Naver Cloud’s lightweight AI model, HyperCLOVA X DASH (HCX-DASH). Approximately 160,000 administrative data points, including regulations, case studies, and regional information, were used to train the model. Model upgrades have enhanced the accuracy and expertise of its question-and-answer capabilities.
Early this year, the city will expand the service to about 6,000 employees across all departments. This service utilizes generative AI to provide a total of 22 administrative services, including Q&A based on laws, guidelines, and work documents, as well as drafting policy and report templates. By building its own AI model using internal data, the city has ensured the security and reliability required in the public sector.
The Busan Metropolitan Government is also using Naver Cloud’s AI-powered business collaboration tool, Naver Works. In September of last year, the city adopted Naver Works during the National Information Resources Service (NIRS) fire incident to minimize administrative work disruptions.
In particular, the city has implemented its specialized AI service, “AI Bugi Deputy Director,” as a chatbot within Naver Works. AI Bugi Deputy Director supports internal document recommendations and summarization through Q&A, drafting 11 types of document templates, and external research, based on internal administrative data as well as information collected from Onnara and external agency websites.
