Hwacheon County's education support and childcare policies, already among the best nationwide, will become even more comprehensive and robust in 2026 as the new year begins.

Hwacheon County and the Hwacheon County Talent Development Foundation plan to significantly increase direct support for local elementary, middle, high school, and university students starting this year. They will also expand all-day childcare infrastructure in each region, further solidifying their status as a leader in educational welfare.



Following the revision of the "Ordinance on Making Hwacheon the Best Place to Raise Children" last year, the county will raise the monthly housing support limit for local university students from 500,000 won to 600,000 won beginning this year, an increase of 100,000 won.


As a result, Hwacheon-born university students attending schools outside the area will now be eligible for 100% reimbursement of actual rent expenses, up to a limit of 600,000 won per month.


For university tuition, the county will continue to provide 100% reimbursement of the actual tuition paid for four years, as before.


Additionally, for freshmen and current students at universities ranked in the world’s top 100, the county plans to provide basic dormitory fee support for each university during regular semesters. The amount of support will be determined based on the parents’ income tax payment levels.


Significant progress is also expected in the area of childcare.


This year, the county will begin construction of the Sanae Education Community Center in the Sanae-myeon area, which will serve as an all-day childcare facility.


Previously, in 2024, the county built the Hwacheon Community Center, the nation’s first local government-led after-school childcare facility for elementary students.


The Sanae Education Community Center, with a total project cost of 17 billion won, will have a total floor area of 2,586 square meters, consisting of one basement floor and three above-ground floors. It will be equipped with childcare facilities, study rooms, a study cafe, and an indoor playground, and is expected to be completed as early as 2027.


In addition, Hwacheon County will introduce a new entrance congratulatory grant system for elementary, middle, and high school students starting this year.

The county will provide entrance congratulatory grants of 300,000 won for elementary school students, 400,000 won for middle school students, and 500,000 won for high school students who are registered residents of the area. The grants will be deposited into their Hwacheon Love Card accounts.


Applications and payments are expected to take place during the school admission season in March and April.
