Improving Operational Efficiency Through Reallocation of Existing Departments

This evaluation is a system that comprehensively reviews the efficiency and sustainability of organizational and personnel management across 243 local governments nationwide to select outstanding municipalities. The city received positive evaluations for improving operational efficiency by reallocating existing organizational structures instead of expanding them.
The selection is significant in that it confirms, through an external assessment, the direction the city has pursued in organizational management. Rather than simply increasing the size of its organization to meet rising administrative demands, the city has restructured its operational system by adjusting the structure and functions of existing departments.
Specifically, the city reorganized departments that were previously divided by function to focus on policy objectives. For example, it established the Economic and Employment Bureau by integrating functions related to corporate attraction, job creation, urban development, and development of returned lands. It also launched the Walkable City Bureau by consolidating departments responsible for urban design, roads, parks, green spaces, and rivers.
Through these organizational reforms, a structure was created in which multiple departments can jointly plan and implement a single policy, thereby strengthening the foundation for interdepartmental collaboration.
Improvements in organizational management were not limited to city hall. The city has also restructured its affiliated agencies by merging and consolidating them to eliminate redundant functions and inefficient structures. As a result, it was recognized as the top basic local government in the field of public institution structural reform in 2024, securing special grants and earning recognition for its management of affiliated agencies.
Mayor Kim Dongkeun stated, "This selection demonstrates that administrative operations can be transformed without expanding the organization," and added, "We will continue to enhance administrative efficiency through organizational reallocation and a focus on collaboration."
