Gangnam District Records Highest Birth Rate Growth for Two Consecutive Years
Gangnam District in Seoul (Mayor Cho Sungmyung) will introduce a new "Paternity Leave Incentive" starting this month to promote paternity leave among men. Gangnam District announced that it will provide support of 300,000 won per month for up to one year during the paternity leave period, aiming to reduce the childcare burden on families and create a stable care environment.

The district enacted the "Gangnam District Paternity Leave Incentive Payment Ordinance" in July last year and will fully implement the support program starting this year.
Eligible applicants are male residents who have been registered in Gangnam District for at least one year as of the application date, are enrolled in employment insurance, and receive paternity leave benefits. The child for whom the leave is taken must also be registered as a resident in Gangnam District. Those who qualify for the Ministry of Employment and Labor's "6+6 Parental Leave Program" are excluded from this incentive.
Applications can be submitted from one month after the start of paternity leave until within one year after the end of the leave. Applications are accepted online (Government24) or in person at the nearest community service center. Required documents include the application form, notification of paternity leave benefit approval, paternity leave confirmation, identification, and a copy of the bank account.
Gangnam District has been expanding childbirth and childcare support, including providing approximately 7.9 million won in the first month after childbirth, and has recorded the highest birth rate growth in the country for two consecutive years.
Cho Sungmyung, Mayor of Gangnam District, stated, "The biggest obstacles for fathers considering paternity leave are financial burdens and workplace culture. With this incentive, we aim to support fathers taking paternity leave, expand the conditions for shared parenting, and make Gangnam a better place to raise children."
