[New Year's Address] Chief Justice Kim Sanghwan of the Constitutional Court: "Fairness and Independence in Constitutional Adjudication... We Will Meet the Public's Trust"

Kim Sanghwan, Chief Justice of the Constitutional Court, reaffirmed the principles of fairness and independence in constitutional adjudication as the new year begins, and expressed his commitment to strengthening public communication and constitutional education.

In his New Year's address on December 31, Kim stated, "The year 2025 has reminded us that the solemn spirit of Article 1 of the Constitution-'The Republic of Korea is a democratic republic, and all power comes from the people'-is a noble principle that must be continuously reaffirmed and practiced in our daily lives."


He added, "I will not forget that all the authority exercised by the Constitutional Court is a precious responsibility derived from the people in accordance with the Constitution," and pledged, "I will steadfastly fulfill the mission entrusted by the Constitution to meet the public's trust and expectations that constitutional adjudication will be conducted fairly and independently."


He placed particular emphasis on concerns over social conflict and 'emotional polarization.' Kim said, "With the rapid advancement of science and technology and ongoing social change, unexpected conflicts have arisen, leading to concerns about emotional polarization, where differences in thought create growing emotional distance between people." He continued, "Especially in times like these, the Constitutional Court will give deeper consideration to ensuring that diverse constitutional values are harmonized, while also guaranteeing the fundamental rights of each and every citizen to the fullest extent."


He also highlighted the importance of strengthening communication with the public. Kim stated, "I will do my utmost to enhance the transparency and accessibility of constitutional adjudication by explaining its processes and outcomes in a way that is easier for the public to understand." He added, "We aim to create systems and spaces where the Constitutional Court can share its accumulated experience, wisdom, and various academic achievements with the public, and where we can engage in conversation and discussion together."


In conclusion, Kim emphasized, "The Constitutional Court seeks to walk alongside the people in knowing, understanding, and practicing the Constitution in daily life. I ask for your continued interest and guidance," and added, "Going forward, the Constitutional Court will do its utmost to ensure that the warmth of the Constitution reaches every corner of the lives of the people."
