The development of the Topyeong-dong area along the Han River, known as the last gold mine in Guri City, Gyeonggi Province, is finally gaining full momentum.

On December 31, Guri City (Mayor Baek Kyunghyun) announced that the Ministry of Land, Infrastructure and Transport had designated and officially announced the Guri Topyeong 2 Public Housing District.


This designation comes about two years after the Ministry of Land, Infrastructure and Transport named the area as a new public housing candidate site on November 15, 2023. It is expected to serve as a major turning point that will accelerate the long-stalled development of the Topyeong-dong area along the Han River.


According to the ministry's announcement, the Guri Topyeong 2 Public Housing District will be developed across Topyeong-dong, Gyomun-dong, Sutaek-dong, and Acheon-dong in Guri City. At the time the candidate site was announced, the total area was 2,922,394 square meters (about 880,000 pyeong), but after excluding road areas such as the Sejong-Pocheon Expressway, the final area is 2,756,748 square meters (about 830,000 pyeong). This area has been considered the last large-scale development site in Guri City, but various regulations and development constraints have made progress difficult until now.


From the early stages of reviewing the district designation, Guri City set its core goals beyond simply supplying housing, aiming to secure self-sufficiency, create jobs, and establish a pleasant residential environment. The city has continued close consultations with related agencies, including the Ministry of Land, Infrastructure and Transport and Korea Land and Housing Corporation (LH).


However, there is some disappointment that the exclusion of the Beolmal District and certain proposals reviewed and suggested by Guri City were not reflected in the district boundary during the designation process. Guri City plans to continue working with relevant agencies throughout the subsequent procedures-such as establishing the district plan, conducting various impact assessments, and developing detailed plans-to ensure that local conditions and citizen feedback are fully considered.


A Guri City official stated, "Through close cooperation with related agencies, we will strive to develop the Guri Topyeong 2 Public Housing District as a self-sufficient smart green city where work, residence, and leisure are harmoniously integrated, rather than just a residential city." The official added, "According to Article 16 of the Special Act on Public Housing, the public housing operator must establish a district plan and apply for approval from the Minister of Land, Infrastructure and Transport within one year of the district’s designation and announcement. Therefore, 2026 will be a very important year for Guri City."


The official further emphasized, "We will make every effort to ensure that Guri City's key projects and development direction are faithfully reflected in the district plan."
