Gwangju City Conducts Personnel Transfers for 44 Directors and Division Heads (Comprehensive)

Responding to Key Issues: Urban Railway, AI, Care Services, and Public Welfare

On December 30, Gwangju Metropolitan City announced personnel transfers at the director and division head levels, effective January 1, 2026. Public officials who have delivered results in key municipal issues such as Urban Railway Line 2, the artificial intelligence (AI) industry, and care and university policies were included in the personnel changes.

At the director level, Moon Jeomhwan, previously the Head of Construction at the Urban Railway Construction Headquarters, was promoted to Director of the Headquarters, and Son Dooyoung, who served as General Director of Future Industries, was appointed as the Director of the Artificial Intelligence Industry Office. Director Moon has overseen core positions in the civil engineering sector, managing the progress of Urban Railway Line 2 and addressing citizen inconveniences. Director Son, as General Director of Future Industries, has been responsible for policies related to future industries, including artificial intelligence (AI), mobility, and semiconductors.


Choi Kyunghwa, Director of the Women and Family Bureau, will now oversee childcare, women, and youth policies, drawing on her experience in university and talent policies, including the selection of glocal universities. Park Junghwan, Deputy Mayor of Nam-gu District, has been appointed as Director of the Welfare and Health Bureau, while Lee Sangbae, President of the Talent Education Institute, will serve as Director of the Climate and Environment Bureau. Oh Younggeol, Director of the Urban Railway Construction Headquarters, has been appointed as Director of the Economic and Startup Bureau.


Jung Younghwa, Director of the Welfare and Health Bureau, will move to become President of the Talent Education Institute, and Joo Jaehui, Director of the Economic and Startup Bureau, will take on the role of Head of Innovation and Growth at the Gwangju Free Economic Zone Authority.


At the division head level, Im Daejin, a senior official, was assigned to the Secretariat in recognition of his contributions to enhancing integrity. The city plans to use this as an opportunity to further promote a culture of integrity throughout the public sector.


Kim Sangyul, Director of Personnel Policy for Gwangju City, stated, "This personnel reshuffle focused on placing talent in the right positions to improve the quality of life for citizens," adding, "Starting with the director and division head transfers, we will sequentially implement personnel changes for level 5 and level 6 and below."
