On December 23, Shinan County held the opening ceremony for the Shinan County Carbon Neutrality Support Center at the Dorim Campus of Mokpo National University and began operating it as a dedicated hub to achieve carbon neutrality by 2050.
The opening ceremony was jointly hosted and organized by the county and the Shinan County Carbon Neutrality Support Center. It served as an official launch event to promote carbon neutrality policies in a more professional and systematic manner.
The event was attended by Kim Daein, Acting County Governor of Shinan County, Song Hacheol, President of Mokpo National University, Kim Jeongseop, Director of the Environment and Forestry Bureau of Jeollanam-do, Kim Daegi, Director of the Shinan County Carbon Neutrality Support Center, as well as officials from related organizations and groups.
The Shinan County Carbon Neutrality Support Center was designated under Article 68 of the Framework Act on Carbon Neutrality and Green Growth for Climate Crisis Response. After being selected for the Ministry of Climate, Energy and Environment’s support project in 2024, the center underwent an open call process in September 2025, and Mokpo National University was finally selected as the designated institution in November of the same year.
The center’s operation will be funded with a total project budget of 600 million won, including 300 million won from the national government and 300 million won from the county, and it is scheduled to operate until December 31, 2027.
Going forward, the Shinan County Carbon Neutrality Support Center will play a key role in supporting Shinan County’s carbon neutrality policies in a scientific and systematic way by carrying out statutory work such as establishing and monitoring the basic plan for carbon neutrality and green growth, developing climate crisis adaptation measures, and conducting research, education, and public relations related to carbon neutrality.
In his commemorative address, Kim Daein, Acting County Governor of Shinan County, stated, "The Shinan County Carbon Neutrality Support Center is a core foundation for realizing our county’s 2050 carbon neutrality goal," and added, "The opening of this center marks the transition of carbon neutrality from a declarative goal to a stage of practical implementation and execution."
The county plans to use the opening of the Carbon Neutrality Support Center as an opportunity to further strengthen cooperation with Mokpo National University, enhance policy implementation that connects administration, academia, and the local community, and continue efforts to help Shinan County become a leading region for carbon neutrality not only in Korea but also beyond.
