Yangsan City Conducts Major Regular Personnel Appointments for the First Half of 2026

541 Personnel Changes Including 137 Promotions
Strengthening AI-Based Administrative Services and Integrated Care System

Yangsan City has undertaken a major personnel restructuring through its regular personnel appointments for the first half of 2026.


Yangsan City in Gyeongnam implemented its regular personnel appointments for the first half of 2026, effective January 1, 2026. The personnel changes include 137 promotions (one at level 4, nine at level 5, 25 at level 6, and 102 at level 7 or below), 230 transfers, 26 new appointments, and 33 organizational restructuring cases, totaling 541 personnel changes.


In 2026, the city increased the number of civil servant positions by 57, resulting in 41 more promotions compared to the first half of 2025. Of these, 38 promotions were at level 7 or below, providing a significant morale boost for lower-ranking civil servants.


This personnel appointment was linked to organizational restructuring to respond to the rapidly changing environment. The city assigned professionals with expertise, taking into account work performance and contributions to municipal administration, thereby enhancing the efficiency of organizational operations.


In particular, as the city successfully wraps up major initiatives of the 8th popularly elected administration and prepares to celebrate the 30th anniversary of its elevation to city status next year, strategic placements were made of managers with professional expertise and innovative work execution capabilities. This is to ensure the smooth progress of key projects such as the 2026 Yangsan Visit Year, the Hoiya River Renaissance Project, the opening of the Yangsan Light Rail and the promotion of metropolitan railways, as well as the creation of customized welfare and a safe residential environment.


The city is focusing on appointing experts to lead its core AI-based administrative service policies in the second half of the year, and on strengthening regionally tailored integrated care services to establish a seamless welfare control tower.


Prior to the regular personnel appointments, the city strengthened communication with employees and improved administrative efficiency by implementing a system for department preference applications, grievance counseling, and department head recommendations. Department assignments were made considering work difficulty, job performance, and individual aptitude and abilities. The city plans to continue communicating with employees to further enhance the transparency and fairness of its personnel administration.


Additionally, 26 new civil servants were appointed to fill departmental vacancies and lay the foundation for efficient administrative services. The newly appointed civil servants include two in administration, six in social welfare, one librarian, two in engineering, two in agriculture, two in landscaping, one in health, one in medical technology, one in nursing, one in environment, four in facilities, two in disaster safety, and one driver, totaling 26 across 13 job categories. The appointment ceremony will be held on January 2, and these new civil servants are expected to bring renewed vitality to city administration.


A Yangsan City official stated, "Through this personnel appointment, we will maintain the stability and continuity of organizational operations to ensure that major projects are completed without disruption. At the same time, we will operate a flexible personnel system to respond to government policies and various administrative environments, making Yangsan City a place that citizens can trust and tangibly experience as it continues to advance."
