Chilgok County, the City of Integrity... Striving for the Top

Anti-Corruption Policies and Strengthened Internal Management Efforts

Chilgok County in North Gyeongsang Province announced on December 29 that it achieved grade 2 in the overall integrity category in the '2025 Public Institution Comprehensive Integrity Evaluation' hosted by the Anti-Corruption and Civil Rights Commission.


This represents the highest grade among basic local governments in North Gyeongsang Province, and Chilgok County has now maintained this grade for three consecutive years.

The Public Institution Comprehensive Integrity Evaluation is conducted nationwide and calculates the results based on perceived integrity (awareness and experience of corruption), integrity efforts, and the status of corruption incidents. Evaluations from both civil petitioners who have directly experienced administrative services and internal staff are reflected in the results.


In this year’s evaluation, Chilgok County’s perceived integrity rose by two grades compared to the previous year, resulting in a grade 2 rating.


The integrity effort grade also remained at grade 2. As a result, the county recorded grade 2 in overall integrity for the third consecutive year.


The county attributes the rise in perceived integrity to the positive impact of its ongoing anti-corruption policies and strengthened internal management. It explained that efforts to ensure transparency in civil petition processing and reinforce internal inspections have led to improved perceptions among those using administrative services.


This year, Chilgok County held three meetings of the Integrity Promotion Task Force to review integrity tasks by department and discuss improvement measures focusing on key vulnerable areas. The inspection system was implemented across all departments to ensure that integrity policies were not limited to only certain departments.


Additionally, the county held two integrity concerts, such as quiz and talk concerts, providing programs in which both public officials and residents could participate together. These events shared integrity policies and case studies and gathered feedback from residents.


To enhance on-site communication, the county also held two communication meetings, including in Waegwan-eup and across the county, to directly hear about the level of administrative services residents experience and areas needing improvement.


A Chilgok County official stated, "Achieving grade 2 in overall integrity for three consecutive years demonstrates that the county’s integrity level is being stably maintained. We will not be complacent with our current achievements but will strengthen system improvements and field-oriented integrity initiatives to aim for grade 1."


Chilgok County plans to continue expanding a culture of integrity throughout county administration and focus its administrative capacity on enhancing transparency in all administrative processes.
