Gyeonggi Province's '100-Day Operation for Collecting Delinquent Taxes' Achieves Major Results: 140.1 Billion Won Recovered

Gyeonggi Province achieved its initial target early by collecting a total of 140.1 billion won as of December 19 through a 100-day special operation focused on collecting from high-value delinquent taxpayers and eliminating tax evasion sources.


On September 30, following Governor Kim Dongyeon's directive to "track down and collect the hidden assets of high-value, intentional, and habitual tax delinquents to the very end," Gyeonggi Province formed two dedicated task forces of about 30 people: one for on-site collection and another for identifying new tax sources, launching the '100-Day Operation for Collecting from High-Value Delinquent Taxpayers and Eliminating Tax Evasion Sources.'


During this period, Gyeonggi Province completed a full investigation of 2,136 high-value delinquent taxpayers and conducted home searches for those who intentionally evaded taxes and concealed assets.


Through these searches, 835 luxury bags and pieces of jewelry were seized and sold via online auctions, recovering 730 million won. In addition, on-site visits encouraged payment, resulting in a total collection of 35.2 billion won.


In one case, a high-value delinquent taxpayer residing in Yongin, identified as Mr. A, failed to pay taxes citing business difficulties due to a downturn in the housing construction market. However, it was discovered that in April, Mr. A had acquired real estate related to the housing construction business under his spouse's name, raising suspicions of asset concealment. Consequently, a joint home search was conducted with the National Tax Service and Yongin City, leading to the full recovery of 368 million won in overdue taxes.


Company B, which owed more than 20 billion won in surcharges, exploited the absence of additional penalties to delay payment. After being notified of impending seizure of deposits and real estate, as well as an on-site visit, the company paid the entire overdue amount of 21.1 billion won.


During this period, Gyeonggi Province also secured a total of 104.9 billion won in taxes by uncovering previously evaded tax sources.


The province identified cases where corporations with headquarters or business locations in regulated areas subject to heavy taxation reported their taxes at the standard rate instead.


It also found that some housing construction businesses, after acquiring existing homes at lower tax rates intended for new housing supply, failed to demolish or supply new homes as required, and instead used the properties for rental purposes.

As a result of uncovering such improper tax reductions and attempts to evade heavy taxation, 60.4 billion won was collected.


Through targeted investigations into cases such as failure to dispose of a second home within the allowed period and unreported leased vehicles, an additional 27 billion won was secured. Furthermore, tax audits on corporations that underreported development costs during land development projects resulted in the collection of another 17.5 billion won.


During this '100-Day Operation,' Gyeonggi Province actively employed new collection techniques, such as detailed tracking of financial assets with a high risk of concealment-including bearer deposit certificates and virtual assets-and comprehensive investigations of delinquent taxpayers who had changed their nationality, thereby targeting even the most elusive cases. By focusing investigative resources on those most likely to intentionally conceal assets or evade taxes, the province was able to achieve substantial collection results and secure new tax sources within a short period.


Governor Kim Dongyeon stated, "Strengthening the collection of delinquent taxes and uncovering hidden tax sources are key tasks for establishing a fair tax system," adding, "We will respond strictly to intentional tax evasion and delinquency so that honest taxpayers do not feel deprived."


He further pledged, "With the goal of virtually eliminating habitual and high-value tax evasion, we will build a systematic tax collection framework for managing high-value delinquents and continue rigorous collection efforts to realize tax justice."
