Uijeongbu City in Gyeonggi Province (Mayor Kim Donggeun) is launching the 'Apartment Three-Zero (Defect-Free, Trust-Free, Inconvenience-Free) Innovation Top 10 Projects,' reflecting the city's unique characteristic of having 70% of its population living in apartment complexes. These initiatives are designed to directly improve the living experience for residents.

This project marks a shift away from the previous contractor-centered housing administration and focuses on ten core tasks that prioritize the rights and interests of residents. The city aims to reduce defects and disputes while maximizing residential satisfaction through these efforts.


'Defect-Free'... Prioritizing Resident Assurance Through Thorough Quality Inspections

To enhance construction quality, the city will significantly strengthen the operation of its 'Quality Inspection Team,' which consists of private-sector experts such as professional engineers and architects.


The inspection team will visit construction sites at least four times during key stages, from the structural framework to finishing work, ensuring that prospective residents can observe the process and thereby increasing trust in construction. Beginning in 2026, a new system will allow residents to request on-demand inspections at any time.


For sites experiencing construction delays, expert consultations will be provided to prevent excessive schedule compression that could lead to poor workmanship. Additionally, the city plans to stimulate the local economy and facilitate prompt defect resolution by encouraging greater participation of local construction firms in subcontracting and giving hiring preference to local workers.

'Trust-Free'... Mayor-Led On-Site Communication Administration

To resolve conflicts that arise before and after residents move in, communication channels will be unified.


The city will hold regular 'New Apartment Communication Site Briefings' to transparently share construction progress, and the mayor will personally visit complexes through the 'U-Apartment On-Site Mayor's Office' to listen to residents' concerns in real time and propose solutions.

Transparency in apartment complex management will also be ensured.


Instead of relying solely on traditional audits focused on violations, expert consulting will be provided alongside audits, offering advice on accounting and overall operations. In particular, the city will support institutional mechanisms to address disputes among residents, such as operating inter-floor noise management committees.


'Inconvenience-Free'... Strengthening the Safety Net with a New Residential Welfare Center in 2026

Tangible support measures for aging complexes have also been established.


The city will expand its 'Resident-Oriented Apartment Support Project,' which subsidizes 60% to 80% of the construction costs (up to 40 million won) for improvements to essential facilities such as parking lots, elevators, and CCTVs.


Furthermore, in the first half of 2026, a new 'Residential Welfare Center' will be established on the first floor of city hall's main building. Operated directly by the city, the center will serve as a control tower for all housing-related issues, providing counseling services ranging from public rental housing placement to support for home repairs. In addition, the city will increase parks and green spaces within a five-minute walk from homes to create a more pleasant residential environment.


An official from Uijeongbu City stated, "These ten major projects are the result of careful consideration to fundamentally resolve defects, conflicts, and everyday inconveniences faced by citizens. We will completely overhaul the administrative system to focus on residents rather than contractors, aiming to create the most livable apartment environment in the country."
