Achieving Grade 1 in the Comprehensive Integrity Assessment of Public Institutions
Joung-Won Cheol: "Realizing Transparent Administration That the Public Can Truly Experience"
The Ministry of Government Legislation (headed by Joung-Won Cheol) has been selected as a first-grade institution in the 2025 “Comprehensive Integrity Assessment of Public Institutions” organized by the Anti-Corruption and Civil Rights Commission. This marks the first time it has achieved the highest grade, Grade 1, since the introduction of the new comprehensive integrity assessment system in 2022.
This year’s comprehensive integrity assessment of public institutions was conducted from August to November, targeting 709 public institutions including central administrative agencies, local governments, education offices, and public service-related organizations. The survey was carried out via telephone and online (email and mobile) questionnaires, targeting both civil petitioners and public officials, and covered all external work and internal operations of the Ministry of Government Legislation.
According to the Ministry of Government Legislation on December 24, the ministry scored 89.7 points out of 100 in this assessment and, along with the Korea Disease Control and Prevention Agency, was selected as a Grade 1 institution among 23 vice-ministerial-level central administrative agencies. Both the “perceived integrity” evaluated by external customers such as civil petitioners and the “integrity efforts” assessing the institution’s anti-corruption initiatives over the past year improved by one grade each compared to last year.
In particular, in the “integrity efforts” category, the ministry achieved perfect scores in all eight items, including △establishing and implementing anti-corruption plans and foundations, and △focused improvement of corruption-prone areas, by pursuing various integrity initiatives and building evaluation and feedback systems in line with its goal of providing “prompt, proactive, and transparent legal interpretation services.” As a result, it was the only institution among 48 central administrative agencies to achieve a Grade 1 rating.
Additionally, the Ministry of Government Legislation was evaluated as an institution with no cases of corruption, such as the offering or acceptance of money or entertainment, among both external customers and internal staff. It is known that, upon taking office, Joung-Won Cheol, the head of the ministry, consistently emphasized prompt, proactive administration and integrity to all ministry staff.
Joung-Won Cheol stated, “Achieving Grade 1 in this integrity assessment is the result of the collective efforts of all members of the Ministry of Government Legislation,” adding, “The ministry will continue to actively pursue various integrity initiatives throughout the legislative review and legal interpretation process, striving to realize prompt and transparent administration that the public can truly experience.”
