Ranked First Among 17 Metropolitan Governments in the Special Category
with the Establishment of the Construction Regulation Improvement and Innovation System
Daejeon City was selected as the top example of improving unreasonable construction regulations, ranking first among 17 metropolitan local governments in the special category of the '2025 Construction Administration Evaluation' conducted by the Ministry of Land, Infrastructure and Transport, and received the Minister's Award.
The Ministry of Land, Infrastructure and Transport has been conducting annual construction administration evaluations for all local governments nationwide since 1999 to ensure effective management of construction administration.
In particular, the special category focuses on discovering and selecting outstanding cases of efforts to improve unreasonable construction regulations, with an emphasis on evaluating local governments' regulatory reform initiatives and institutional innovation achievements.
Daejeon City, together with its five district offices, established a 'Construction Regulation Improvement and Innovation System' to identify institutional improvement tasks raised in the field, and demonstrated strong execution by seeking expert advice, amending ordinances, and submitting proposals for legislative improvements to central government ministries. This comprehensive approach was highly evaluated and led to its selection as an exemplary case.
To proactively improve unreasonable construction regulations hidden in citizens' daily lives, Daejeon City has continuously collaborated with its five district offices.
As a result, the city completed a total of three ordinance amendments, including allowing rooftop rain shelters for aging houses to be classified as temporary structures. For matters requiring changes to higher-level laws, Daejeon City has continuously submitted proposals to central government ministries.
Choi Eunyoung, Head of the Urban Landscape and Architecture Team, stated, "Construction administration is a service closely tied to citizens' lives and safety. We will continue to pursue construction administration that prioritizes citizen convenience," adding, "We will do our utmost to further improve unreasonable construction regulations and enhance the competitiveness of Daejeon as a world-class economic city."
