Gyeonggi Provincial Council Abolishes Secretariat Staff 'Holiday Duty Shift System'

The Gyeonggi Provincial Council will abolish the long-standing duty shift system for Secretariat staff that has been maintained as a customary practice.


On December 22, the Council Secretariat announced that, starting in January next year, it will completely abolish the ineffective duty system and transition to an efficient emergency response system.


This decision was made to improve the efficiency of council operations in response to the changing administrative environment and to fully guarantee Secretariat staff the right to rest after work hours.


Until now, Secretariat officials have taken turns working night shifts and holidays alongside security guards, handling building management and responding to civil complaints.


However, since the implementation of the integrated security system, the frequency of emergencies has significantly decreased and complaints received during duty hours have become extremely rare, leading to ongoing concerns about the inefficiency of personnel management.

To address these inefficiencies and align with the government's efforts to revitalize the public sector, the Council will abolish both day and night duty shifts for Secretariat staff starting next year.


Instead, a separate emergency response system will be established, including: ▲ deployment of security staff, ▲ development of an emergency response manual for different situations, and ▲ introduction of a call recording function for the main phone line.


Kim Jinkyung, Chair of the Gyeonggi Provincial Council, stated, "Abolishing the duty shift system is a decision to improve efficiency and accountability in council operations by eliminating practices that no longer match actual administrative needs or realities. We will further refine the emergency response system to ensure there are no gaps in council functions, and guarantee staff members' right to rest so they can focus on their core work in a more efficient environment."
