From the 2022 Revised Curriculum to Ensuring Minimum Achievement Standards
Strengthening Operational Expertise Through Field-Oriented Practical Training
The Gangwon Special Self-Governing Provincial Office of Education announced on December 22 that it held the "2025 Vocational High School Curriculum and High School Credit System Work Staff Joint Training" at the Sky Convention in Chuncheon.
Approximately 100 participants attended the training, including vice principals of vocational high schools in the province, teachers in charge of academic affairs and curriculum, members of the 2025 Vocational High School Curriculum and Credit System Support Group, and event staff. The event provided a platform to share the core directions of the vocational high school curriculum and the high school credit system, and to explore practical implementation and operation strategies for schools. It also aimed to strengthen the practical expertise of those responsible, build a collaborative network for sharing best practices and challenges among schools, and discuss ways to establish a stable foundation for the vocational high school curriculum and credit system.
The training was designed to enhance the practical connection between curriculum development and the implementation of the high school credit system. Key topics included: a special lecture by Lee Suhyeon, Associate Research Fellow at the Korea Research Institute for Vocational Education and Training (focusing on curriculum development from the perspective of student agency); basic guidelines for the 2028 university admissions process and major points for curriculum development and operation; strategies for ensuring minimum achievement standards in the high school credit system; and methods and directions for strengthening job competency through the use of the STEP Learning Management System (LMS). The training examined key tasks for on-site application and shared operational strategies focused on execution.
In addition, participants shared the results of the 2026 vocational high school freshman curriculum consulting, key points for curriculum development, and the 2026 Gangwon vocational education operation plan. Group discussions were held on topics such as "Strategies for Operating Curricula Linked to Regional and Industrial Demand" and "Guaranteeing Student Choice and Supporting Career and Academic Planning," to discuss directions for improving the vocational high school curriculum.
Kim Seongrae, Director of Secondary Education, stated, "The core of the high school credit system is to guarantee student choice while systematically supporting academic and career planning. Based on the curriculum development directions, strategies for ensuring minimum achievement standards, strengthening job competency through the use of the learning management system (LMS), and strategies for operating curricula linked to regional and industrial demand shared at this training, we will further strengthen the Gangwon-style vocational education that supports student growth."
