Eunpyeong District’s Youth Challenge Program Named Best Institution Among 86 Nationwide

99% Completion Rate, 93% Satisfaction
Success of the Course Registration-Based System

Seoul’s Eunpyeong District achieved the nation’s highest performance in the Youth Challenge Support Program, which aims to guide young people who have given up on seeking employment back into the labor market. On December 22, Eunpyeong District (headed by Mayor Kim Mikyung) announced that it had been selected as the “Best Institution” among 86 local governments nationwide in the “2025 Youth Challenge Support Program Performance Evaluation” organized by the Ministry of Employment and Labor.

This evaluation comprehensively analyzed all operating institutions across the country based on the 2025 program results, examining participation sustainability, performance management, participant satisfaction, and post-program outcomes.


The Seoul Youth Center Eunpyeong, which implements the program in Eunpyeong District, established a stable, participant-centered operating system based on a course registration model, earning near-perfect scores in key quantitative indicators such as participation rate, completion rate, and satisfaction.


As a result of the 2025 Eunpyeong District Youth Challenge Support Program, 119 out of the target 120 participants completed the entire course, achieving a completion rate of 99%. This is a 6.2% increase compared to the previous year’s 92.8%. The dropout rate also fell significantly, from 18% to 6%, indicating much greater participation sustainability. Participant satisfaction was recorded at 93.9% for overall satisfaction and 89.6% for program composition satisfaction.


The greatest strength highlighted in this evaluation was Eunpyeong District’s course registration-based operating system, which allows participants to choose programs and join according to their schedules. This system strengthened participants’ autonomy and sense of responsibility, reduced mid-course dropouts, and received positive reviews for systematically managing outcomes by designing a step-by-step linkage from counseling to programs and post-program support.


After program completion, a total of 77 post-program outcomes were achieved through various channels such as employment, the National Employment Support System, vocational training, and entrepreneurship. This figure represents 64.1% of the target participants, with about one-third actually securing employment.


The Youth Challenge Support Program provides customized programs for young people who have given up on job seeking, aiming to boost their motivation and facilitate their participation in the labor market and employment. The program offers short-term (5 weeks), mid-term (15 weeks), and long-term (25 weeks) courses, with participants receiving allowances and incentives for completion and employment.


Eunpyeong District plans to expand the number of participants in next year’s Youth Challenge Support Program to 130, strengthening a sustainable support system so that more young people can join the program and achieve substantial employment connections and independence.


Park Juseong, Director of the Seoul Youth Center, stated, “This selection is especially meaningful as it demonstrates that the participant-centered, course registration-based operating system has translated into tangible results.”


Kim Mikyung, Mayor of Eunpyeong District, said, “Building on this achievement, we will continue to expand support to create a structure in which young people can make their own choices and take action.”
