Linking with Next Year’s Integrated Care Project
Strengthening Proactive Identification and Support
Winter comes to everyone, but for some, it is especially harsh.
Yangsan City in South Gyeongsang Province will operate a special period for the intensive identification and support of welfare crisis households during the winter (from December 18, 2025 to February 28, 2026) in order to proactively discover households in welfare crisis who are struggling due to cold waves and economic downturn, and to provide tailored support.
This intensive identification effort focuses on proactively finding households showing signs of crisis, particularly those vulnerable to winter risks such as overdue heating bills, power or water disconnection, illness or unemployment, and risk of isolation. The city plans to strengthen on-site identification activities by actively utilizing the local human safety network, including the Community Social Security Council and honorary social welfare officials, centered around local administrative welfare centers.
For the households identified as being in crisis, the city will promptly provide customized welfare services, including living expenses and heating cost support through public services such as emergency welfare support and basic livelihood security, as well as tailored assistance through connections with private donors.
In particular, the city plans to not only provide short-term support but also continuously monitor the households identified during this winter’s intensive effort, utilizing this process as a foundation for identifying care recipients who can be linked to the Integrated Care Project, which is scheduled to be fully implemented starting next year.
The Integrated Care Project is a program that provides comprehensive health, medical, nursing, and welfare services so that citizens in need of care due to frailty or illness can maintain a healthy and stable life within the community. Early identification and ongoing management of households in crisis are key elements of this project.
During the winter identification process, the city will manage high-risk households as a candidate pool for integrated care recipients, preparing to provide more systematic and continuous support to households requiring care linkage when the project is implemented next year.
An official from Yangsan City stated, "Winter is a time when welfare crises can easily intensify, so we are determined to leave no household behind and will conduct more thorough and meticulous identification than ever before. We will organically connect these activities with next year’s Integrated Care Project to establish a foundation where every citizen can safely receive care within the community."
