Donghae’s AI Transformation Strategies and Policy Development
Discussions on Building an AI City Ecosystem

Hallym University (President Choi Yanghee) and the city of Donghae successfully held a forum on December 17 at the Hyunjin Tourist Hotel in Donghae to discuss collaboration strategies among universities, local governments, and industries, aiming for regional AI transformation as part of the RISE (Regional Innovation System & Education) initiative.

Approximately 60 people attended the forum, including Kang Iljoon, Vice President for Industry-Academic Affairs at Hallym University; Kim Jeongyun, Deputy Mayor of Donghae; Han Sangki, CEO of Tech Frontier; Lee Taeho, CEO of Piccool; Bang Kisuk, Director of the Shared Collaboration Center at Hallym University; Lee Seonwoo, Director of Planning and Budget; as well as representatives from related organizations and companies, and local citizens.


The participants focused on establishing a sustainable regional innovation model to address Donghae’s pressing challenge of AI transformation, and engaged in in-depth discussions on building a collaborative regional innovation system. In particular, the forum served as a venue to explore practical ways for universities, local governments, and industries to cooperate in applying AI technologies to the local community and contributing to revitalizing the regional economy.


Han Sangki, CEO of Tech Frontier, gave a presentation titled "The Challenge of AI Donghae in the Age of AGI," highlighting the changes and significance that AI transformation will bring to Donghae. This was followed by discussions and demonstrations on the direction and significance of Hallym University's G-Lab initiative, during which participants explored practical applications of AI technologies that could bring real changes to the local community.


Lee Taeho, CEO of Piccool, introduced examples and the latest trends in the application of AI technologies in the industry under the theme "A New Future for Donghae's Manufacturing Industry," and presented AI transformation strategies for local businesses.


In his opening remarks, Kang Iljoon, Vice President for Industry-Academic Affairs at Hallym University, stated, "This forum is a meaningful opportunity to envision the direction of Donghae’s AI transformation, which is not a choice but a necessity, by combining the university’s research capabilities, the practical experience of the industry, and the policy-driving power of the local government. Hallym University will continue to support the enhancement of Donghae’s regional industry competitiveness through G-Lab and various other university-industry-government collaboration platforms utilizing AI."


In his welcoming address, Kim Jeongyun, Deputy Mayor of Donghae, said, "Through this forum, Donghae has taken its first step toward becoming a future-oriented AI smart city. We will continue our efforts to strengthen the city’s competitiveness by building an AI-based smart city, nurturing talent, and ultimately providing citizens with a better living environment."


This forum marks an important turning point as Donghae embraces the development of AI-related industries and technologies. Ongoing cooperation and innovation are expected to further accelerate AI transformation and strengthen regional competitiveness in the future.


Meanwhile, through the G-Lab in the RISE initiative, Hallym University is jointly addressing local issues in Donghae, Jeongseon, and Inje, and is leading university-industry-government co-growth in regional specialized industries such as biohealth and ICT, as well as in local projects like Inje Food Tech and Hwacheon TownMICE, which are part of Gangwon’s strategic industries.
