Laying the Foundation for Uninterrupted Administrative Services Even After Office Relocation

The newly established next-generation national information and communication network was designed and built with the core goals of network survivability, service stability, and scalability for the future administrative environment.
First, learning from recent cases where administrative work was suspended due to communication failures at other institutions, Gangwon Special Self-Governing Province used two telecommunications providers to create dual connections between the provincial and municipal offices. This setup ensures that, even in emergencies such as line damage or equipment failure, the system automatically switches to the other network, preventing interruptions to administrative services.
In addition, to prepare for the increasing number of cyberattacks aimed at causing social disruption or for economic gain, the province introduced a dedicated system to monitor communication equipment and data flow in real time, 24 hours a day. By establishing a system that enables immediate response to abnormal signs, the province aims to minimize administrative service interruptions and damage to residents.
Furthermore, communication equipment with approximately seven times the performance of the previous system has been introduced, providing a foundation for stable services even as future administrative technologies such as cloud computing, artificial intelligence (AI), network separation, and quantum cryptography are adopted.
In consideration of the planned relocation of the Gangwon Special Self-Governing Province office in 2030, the communication lines and equipment have been pre-designed and installed to ensure that public officials can access administrative services without any work interruptions, regardless of the relocation schedule.
Going forward, Gangwon Special Self-Governing Province will continue to collaborate with municipalities and telecommunications providers to conduct regular preventive inspections and scenario-based response drills, and will continuously strengthen the digital administrative environment so that provincial and municipal public officials can focus on their work with stability.
Yoon Wooyoung, Director of Administration for Gangwon Special Self-Governing Province, stated, "The digital transformation of administration is an irreversible trend," and added, "Through the construction of this next-generation national information and communication network, we will connect residents and administration more securely and realize digital and AI-driven administration that can be tangibly felt by our residents."
