Jangseong County in Jeollanam-do announced on December 18 that it was selected as the top local government nationwide after receiving excellent evaluations across all key financial indicators in the Ministry of the Interior and Safety's "2025 Local Government Financial Analysis."


The "Local Government Financial Analysis" is a monitoring system by the Ministry of the Interior and Safety that comprehensively analyzes and evaluates the financial status and performance of 243 local governments nationwide, based on their previous year’s budget and settlement data. The evaluation is conducted by analyzing 14 main indicators and 31 supplementary indicators across three categories: soundness, efficiency, and planning.


In the "soundness" category, Jangseong County notably improved its consolidated fiscal balance ratio from -5.7% in the previous year to 3.3%. The debt-to-asset ratio was also the lowest in Jeollanam-do at 0.43%. This was achieved by maintaining zero local government bonds and actively restructuring expenditures.


In the "efficiency" category, the year-on-year growth rate of non-tax revenue rose sharply from -5.8% last year to 56.7% this year. This improvement is attributed to increased non-tax revenue from the development of Advanced District 3 and the expansion of interest income through the deposit of idle funds, among other ongoing efforts. The county also worked to reduce unnecessary spending through restructuring of general expenses and by freezing business promotion expenses. As a result, the internal expense ratio, which measures the effort to manage internal expenditures, was about 20% lower than the average for similar local governments.


In the "planning" category, the tax revenue forecast error ratio, which measures the accuracy and improvement efforts for local tax revenue projections, improved from 96.4% last year to 99.4% this year.


Having achieved the highest overall grade of "A" in the financial analysis, Jangseong County received a commendation from the Minister of the Interior and Safety, along with a special grant of 100 million won.
