Official Announcement of District Unit Plan Revision
Expansion of Mixed-Use Redevelopment Zones
Nowon District in Seoul (Mayor Oh Seungrok) announced on the 18th that it has finalized the revision of the district unit plan, which is expected to serve as a catalyst for large-scale redevelopment projects.
On this day, the district officially announced the decision (amendment) of the district unit plan for Sanggye Phases 1 and 2, Junggye, and Junggye 2 residential development zones. This establishes a foundation that will allow most apartment complexes in Nowon District to actively pursue redevelopment projects.
The district unit plan for the Sanggye, Junggye, and Hagye-dong residential development areas was finalized and announced after a re-inspection notice in October. This plan provides systematic redevelopment guidelines for aging apartment complexes established since the late 1980s, and is expected to mark a significant turning point in redefining the urban spatial structure of Nowon.
The most notable aspect is the expanded application of the "mixed-use redevelopment zone." Previously, the area was limited to residential functions as a long-time bedroom community, but this expansion is expected to overcome the limitations of local development that could not accommodate diverse functions such as commerce and work.
With the expansion of mixed-use redevelopment zones, it will be possible to efficiently incorporate various functions into development projects. In particular, redevelopment candidate sites will benefit from regulatory easing through zoning upgrades. Relaxed floor area ratios and height restrictions, as well as recommendations on the location of public contributions, are expected to improve project feasibility and accelerate project timelines.
The district unit plan designates the Changdong-Sanggye regional center-represented by S-DBC and Changdong Arena-as well as Nowon Station, Madeul Station, Hagye Station, and Eunhaeng Sageori Station (Dongbuk Line, scheduled to open) as mixed-use redevelopment zones. The plan also includes the expansion of living SOC (social overhead capital), improvements to the pedestrian environment including the creation of pedestrian-green networks, and other changes.
Recognizing the importance of this revision, the district has actively communicated and coordinated with the Seoul Metropolitan Government to gather residents' opinions. Fourteen community briefing sessions were held, and the district’s public-private communication channel, the "Redevelopment Fast-Track Forum," also focused on the district unit plan revision.
