Kang Yoo-jung: "Livestreaming Work Reports Means Accepting Public Scrutiny"... Process-Oriented Governance

"Public Disclosure to the People, Just Like as Mayor of Seongnam"
"Talent Appointments Not Bound by Political Affiliation"
Mentions of Song Miryung and Oh Youkyung

Kang Yoojung, spokesperson for the Presidential Office, explained that President Lee Jaemyung’s decision to broadcast most meetings live reflects his intention to make the process of state administration public and subject himself to scrutiny. Kang emphasized that the decision to livestream meetings was a kind of bold move, but it was intended to highlight a process-oriented approach to governance, rather than a results-oriented one.

Kang Yoo-jung: "Livestreaming Work Reports Means Accepting Public Scrutiny"... Process-Oriented Governance Yonhap News Agency

On the 18th, appearing on ‘Kim Eojun’s Humility Is Power News Factory,’ Kang said, “Do you remember when President Lee installed CCTV cameras in his office during his tenure as mayor of Seongnam?” She continued, “In a ‘Panopticon’-a circular prison-the one being watched is the weaker party. While livestreaming itself carries risks, it signifies a willingness to turn on the CCTV and make everything public to the people.”

Kang also assessed that President Lee’s decision was an adventurous one, aimed at showing the public the process-oriented nature of his administration without any filters. Kang stated, “If you look at articles related to work reports, the person under the most scrutiny is not the public or the ministries, but President Lee himself. This was a bold move. The point of work reports is not to show off well-prepared documents or boast about achievements, but to show how policies are actually made.” She added, “This represents a process-oriented administration, not one focused solely on outcomes.”

Kang also commented on President Lee’s personnel appointment style, which does not consider political factions. She said, “There are times when you can spot personnel who were ‘planted’ during the Yoon Suk-yeol administration, but even then, the President never shows it and sometimes even offers praise. It may take some time for sound policies to reach the capillaries of society and be felt by the people.” She also introduced that Song Miryung, Minister of Agriculture, Food and Rural Affairs, and Oh Youkyung, Commissioner of the Ministry of Food and Drug Safety, have earned trust and have been commended at every cabinet meeting.

The reference to ‘planted’ personnel appears to allude to the case of Lee Hakjae, CEO of Incheon International Airport Corporation, who continued to rebut through social networking services (SNS) after being criticized by President Lee during a work report.

Meanwhile, Kang stated regarding the relocation of the Blue House that the move is expected to be completed within this year, explaining, “This is a matter of keeping a promise.” She added, “We are also accelerating efforts to relocate the Ministry of Oceans and Fisheries to Busan in order to fulfill that promise.”
