The outline of the new control tower, which the government is establishing to accelerate the pace of housing supply, has been finalized. The organization will comprise a total of 77 personnel, including existing staff, temporary positions, and personnel from autonomous bodies, and will focus all efforts on expediting housing supply until December 31, 2028.
In addition, the Construction Site Compliance Monitoring Team, which was a temporary unit within the Construction Policy Bureau, will be reorganized into the Fair Construction Support Division. The number of dedicated personnel in regional land management offices will also be increased to strengthen crackdowns on illegal subcontracting.
According to the Ministry of Land, Infrastructure and Transport on December 17, the "Partial Amendment to the Enforcement Rules on the Organization of the Ministry of Land, Infrastructure and Transport and Its Affiliated Agencies" was announced for legislative notice on December 16. The amendment includes the establishment of the Housing Supply Promotion Headquarters, the composition of its affiliated organizations, and the creation of the Fair Construction Support Division, which will oversee crackdowns on illegal subcontracting. The legislative notice period runs until December 23.

Nine Divisions and 77 Personnel... New Autonomous Body Established
The Housing Supply Promotion Headquarters will be led by a headquarters chief (at director-general level), with three high-ranking officials, including the Director of Housing Supply Policy and the Director of Housing Renewal Policy (both at bureau-director level). The headquarters will operate with a total of nine divisions. According to the enforcement rules, there will be eight divisions: Housing Supply Policy Division, Public Housing Site Planning Division, Public Housing Site Management Division, Urban Housing Policy Division, Urban Housing Support Division, Housing Renewal Policy Division, New Town Renewal Planning Division, and New Town Renewal Support Division.
One additional division will be created. The Ministry of Land, Infrastructure and Transport will establish the Public Housing Site Support Division as an autonomous body, which the minister can create to ensure organizational flexibility. Although this division is not included in the enforcement rules under legislative notice, it will be established under the minister's authority to support the headquarters' work.
The personnel will consist of 18 existing regular staff within the headquarters, plus 52 temporary staff added through this organizational amendment, totaling 70 people. Including the 7 staff assigned to the autonomous body (Public Housing Site Support Division), a total of 77 personnel will be dedicated exclusively to housing supply work. This headquarters has been established to integrate the previously dispersed housing supply functions within the ministry and to accelerate the pace of housing supply.

Construction Site Compliance Monitoring Team Upgraded to Official Department for Illegal Subcontracting Crackdowns
The organization responsible for cracking down on illegal subcontracting will also be restructured. The Construction Site Compliance Monitoring Team, which had operated as a temporary unit, will be abolished. Instead, the Fair Construction Support Division will be established as an official department within the Construction Policy Bureau.
The Fair Construction Support Division will consist of five existing team members and two newly added staff (at the fifth and sixth grade levels), making a total of seven personnel. The status of the division will also be elevated, with the division chief upgraded from a dual position (fourth or fifth grade) to an official at the fourth grade level.
Additionally, nine dedicated personnel (five at the sixth grade level and four at the seventh grade level) will be newly assigned to the regional land management offices to focus on crackdowns. With the addition of these staff, continuous on-site inspections will now be possible, as previously, the 17 personnel assigned to the five regional offices in Seoul, Wonju, Daejeon, Iksan, and Busan were all temporary staff outside the regular workforce.
Furthermore, four special judicial police officers for the real estate sector and two personnel for underground safety management will be added. The Overseas Urban Development Strategy Planning Team will be abolished, and its functions will be integrated into the Overseas Construction Support Division. The period for the four temporary staff assigned to the national pilot smart city construction project will be extended by two years, until February 2028.
The periods for the Housing Lease Planning Team and the International Cooperation Team for Aviation Qualifications, both established using the total personnel cost system, will also be extended by two years, until the end of 2027. The organizational amendment will take effect from the date of promulgation. Regulations related to the establishment of the Underground Safety Team will take effect from January 2 next year.
