The so-called "PM Act," which mandates identity verification and completion of safety education for individuals aged 16 and older when using personal mobility devices (PM) such as electric scooters, passed the National Assembly’s Land, Infrastructure and Transport Committee on December 17.
On this day, the committee held a plenary session and approved the "Act on the Safety and Management of Personal Mobility Devices," which contains these provisions.
This bill was introduced to prevent the recent series of unlicensed electric scooter accidents. It includes regulations restricting use by those under the age of 16 and requiring identity verification and completion of safety education.
The maximum speed for rental PMs will be lowered from 25 km/h to 20 km/h. The bill also requires local governments to promote the expansion of PM parking facilities and to establish management plans, as well as to secure sufficient parking facilities.
Additionally, the bill includes a provision to strengthen systematic management by converting the currently unregulated PM rental business into a registration-based system.
The bill is expected to undergo review by the National Assembly’s Legislation and Judiciary Committee before being finalized in a plenary session.
