Kim Jongchul, the candidate for Chairperson of the Broadcasting, Media and Communications Commission, expressed his willingness to review the necessity of introducing a policy in Korea that restricts the use of social networking services (SNS) for children and adolescents under the age of 16, a policy first implemented by the Australian government. At the confirmation hearing held at the National Assembly on December 16, he stated, "I believe it is absolutely necessary."


Kim emphasized, "The issue of protecting adolescents is one of the most critical tasks," adding, "I am determined to pursue this as a key priority in my work."


He also pointed out, "As advanced artificial intelligence (AI) technology is increasingly being used for hacking and cyberterrorism, damages suffered by broadcasting, media, and communications users are surging." He continued, "There are also criticisms that the public nature of broadcasting and media communications has weakened, and that user protection functions are not meeting public expectations."


In this regard, Kim announced plans to strengthen the dispute mediation system in the broadcasting and communications sector, and to respond strictly to unfair practices by digital platform operators or any actions that cause harm to users.


He further stated, "I will transform the Broadcasting, Media and Communications Commission into a 'National Communication Committee' that serves as a facilitator for all citizens and members of the media ecosystem to communicate safely and freely within a fair order." He added, "I will also review the overall system, including the responsibilities and funding of public broadcasters, and contribute to expanding infrastructure to strengthen media access rights for all citizens."
