Kim Jongchul, nominee for Chairperson of the Broadcasting, Media and Communications Commission, expressed his intention to review the necessity of introducing a policy restricting social media use for children and adolescents under 16, similar to the world's first policy implemented by the Australian government. During the confirmation hearing held at the National Assembly on December 16, he stated, "I believe it is something that must obviously be done."


Kim further emphasized, "Protecting youth is one of the core tasks among important issues," adding, "I am determined to pursue this as a key area of work."


He also pointed out, "As advanced artificial intelligence (AI) technologies are widely used for hacking and cyberterrorism, damages suffered by broadcasting, media, and communications users are rapidly increasing." He added, "There are also criticisms that the public interest of broadcasting and media communications is weakening, and that user protection functions do not meet the expectations of the public."


In this regard, Kim announced his plan to strengthen the dispute mediation system in the broadcasting and communications sector and to respond strictly to unfair practices by digital platform operators or actions that cause harm to users.


He continued, "I will transform the Broadcasting, Media and Communications Commission into the 'National Communication Committee,' serving as a facilitator so that all citizens and members of the media ecosystem can communicate safely and freely within a fair order." He also pledged to review the overall system, including the responsibilities and funding of public broadcasters, and to contribute to expanding infrastructure to enhance universal media access for all citizens.
