Outstanding Institution in the "Results of Community Social Security Plan Implementation" Category
Yeongdeungpo District in Seoul (Mayor Choi Ho-kwon) announced on the 16th that it had been selected as an outstanding institution in the 2025 Ministry of Health and Welfare Regional Welfare Project Evaluation and received the Minister’s Award. The Ministry of Health and Welfare conducts a comprehensive evaluation every year in accordance with the Social Security Benefits Act, assessing the entire process from the establishment to the implementation of community social security plans for 17 provinces and metropolitan cities and 229 districts nationwide.
This year's evaluation covered five areas: the thoroughness of the plan, excellence of implementation results, participation and satisfaction of local residents, appropriateness of the implementation process, and efforts for project management and capacity building. In the first round, 30 districts were shortlisted, and after presentations and Q&A sessions, the final outstanding institutions were selected.
The district received high marks for systematically promoting eight strategic initiatives and 46 detailed projects aimed at realizing "Yeongdeungpo, a Welfare City that Ensures Everyday Safety."
In particular, it demonstrated outstanding achievements in the advancement of care services, provision of customized welfare services for different groups, strengthening of labor competitiveness, and infrastructure development. The Yeongjung Community Welfare Center, the 100th comprehensive welfare center opened by Seoul last year, was also cited as a good example of building a social security system tailored to local characteristics.
Diversifying resident participation channels, such as communication meetings with experts and local residents, resident briefings, and satisfaction surveys, as well as strengthening the collection of opinions, were also evaluated as key factors in being selected as an outstanding institution, as these efforts enhanced trust and execution capability.
Mayor Choi Ho-kwon stated, "This award is the result of the combined efforts of the public and private sectors," and added, "We will continue to pursue social security policies that residents can truly feel, in order to make Yeongdeungpo District a more livable welfare city."
