Seocho District Develops and Launches Agent-Type AI Chatbot "Seocho AIgent"

Direct Handling of Reservations and Applications Starting December 15

Seocho District in Seoul (District Mayor Jeon Seong-su) will launch the “Seocho AIgent,” an agent-type artificial intelligence chatbot that directly fulfills civil requests, starting from December 15. This is the first time such a service has been introduced by a local government in Korea.


The “Seocho AIgent” goes beyond simple text and image generation. It is an action-oriented AI service that understands user intent and carries out actual administrative procedures. Developed over the course of about a year since January of this year, it marks the first adoption of an AI agent model by a local government in the country.

For example, when making a reservation at the district’s OK Civil Service Center, if a resident enters “Book the earliest available time,” the AI will directly handle the reservation process. Residents can also use natural language conversations to reserve frequently used services such as free legal consultations and digital booth bookings.


By applying the latest AI technology, RAG (Retrieval-Augmented Generation), the system learns and searches administrative information from the district’s website daily. This minimizes “hallucinations” (false information), a chronic issue with generative AI, and ensures the delivery of accurate, up-to-date administrative information.


Developed based on a large language model (LLM) with a computational capacity equivalent to 80 billion KRW, the system enables natural conversations. It can respond not only to formal queries such as “How do I apply for childbirth support funds?” but also to more casual questions like “If I have a baby, can I get support funds?”


The district has built its own internal AI server, completely blocking the risk of personal information leaks that can occur when using private generative AI services like ChatGPT. Going forward, the district plans to enhance the system with features such as voice input and GPS-based customized responses, and to expand the service scope to include application, submission, and inquiry work.


The “Seocho AIgent” can be accessed through the Seocho District Office website, the “Seocho Smart City” app, and by searching for “Seocho AIgent.”


Jeon Seong-su, Mayor of Seocho District, stated, “Seocho AIgent will become a true digital AI administrative assistant that thinks and acts from the perspective of our residents,” adding, “We will maximize convenience for residents through leading AI-based administrative services.”
