According to the county on December 15, the Policy Real-Name System is a system designed to enhance administrative transparency and accountability by recording and making public the real names of policy participants and the progress of major policies during their formulation and implementation. It is operated based on the "Regulations on the Operation and Innovation of Administrative Work" and the "Ordinance on the Operation of the Policy Real-Name System in Jinan County."
The county selected the key management projects by receiving candidate projects from each department in accordance with the criteria specified in the ordinance, including: ▲ large-scale budget projects with a total project cost of 1 billion won or more, ▲ research services costing 50 million won or more, ▲ enactment or revision of autonomous regulations related to many residents, ▲ projects applied for by residents through the National Application Real-Name System, and ▲ projects requested by the county council. The final selection was made through deliberation by the committee.
This year, a total of 25 projects were selected as key management targets, including ▲ 22 large-scale budget projects, ▲ 1 research service, and ▲ 2 enactments or revisions of ordinances closely related to residents' daily lives.
Representative projects include the "Jinan Plateau Eco-Friendly Wooden Observatory Construction Project" and the "Hakcheon District Complex Platform Establishment Project." The list of selected projects and their details will be released to residents through the Jinan County Office website and the information disclosure portal.
During this deliberation, the committee also reviewed whether any information should be withheld in accordance with Article 9 of the "Act on Disclosure of Information by Public Agencies." This included cases where disclosure could significantly impede the fair execution of work, cases where there are concerns about invasion of privacy such as personal information, and information that could provide advantages or disadvantages to specific individuals, such as real estate speculation.
The county operates the "National Application Real-Name System," which allows residents to directly apply for the disclosure of specific projects throughout the year. If a project of high public interest is submitted, the committee will determine whether it qualifies as a key management project and may disclose the name of the person in charge.
A county official stated, "The Policy Real-Name System is an important system that enhances transparency and accountability by making the process of major county policies public. We will continue to identify and disclose key management projects to fulfill residents' right to know and build a trustworthy administration."
