This evaluation comprehensively reviewed indicators such as youth policy, support for at-risk youth, and the level of self-reliance achieved by out-of-school youth across 228 basic local governments and 17 metropolitan and provincial governments nationwide.

Seongnam City was highly praised for implementing the "One-Stop Package Support Project for Reclusive and Isolated Youth."

This project identifies reclusive and isolated youth through various channels such as the Youth Counseling and Welfare Center, police stations, and schools, and provides recovery programs including home visits, external experiential activities, and parental education. It is operated with a follow-up management approach until the youth return to everyday life.

Through this project, the city identified a total of 28 reclusive and isolated youth over the past year. Of these, 3 youth returned to daily life after completing the program, 8 showed a reduction in signs of reclusion or isolation, and the remaining 17 are still under ongoing case management.

The city also implemented the "Out-of-School Youth Voucher Support Project," supporting the self-reliance and recovery of 505 youth. This project provides out-of-school youth aged 13 to 18 with a monthly mobile Seongnam Love Gift Certificate worth 50,000 won, which can be used for self-development activities such as private academies and vocational training.

In addition, through the "Youth Companion Program," professional counselors provided outreach counseling services to 598 youth.

A city official stated, "With this government award as an opportunity, we will strengthen welfare and protection measures in cooperation with local community organizations so that youth can grow up healthier and safer."

The awards ceremony for this evaluation was held on the 10th at the International Conference Room of the Bankers Club in Myeong-dong, Jung-gu, Seoul, during the "Excellent Youth Policy Local Government Government Award Ceremony."
