Seongnam City to Overhaul Industrial Structure with AI, Semiconductors, and Future Mobility 'Triad'

Advanced Job Creation and AI-Based Road Management Budget
Accelerating from Manufacturing AI to System Semiconductors
Seongnam City to Build Future Industry Roadmap Based on Advanced Technologies
Mayor Shin Sangjin: "We Will Make Seongnam a Global Innovation Hub That Citizens Can Experience"

Seongnam City in Gyeonggi Province (Mayor Shin Sangjin) announced on December 10 that starting next year, it will begin full-scale efforts to establish a "future industry roadmap" centered on manufacturing artificial intelligence (AI), semiconductors, and future mobility. The city has strategically allocated its 2026 budget to expand advanced job opportunities, support corporate growth, and promote technological innovation directly connected to citizens' daily lives.

The city is building a manufacturing artificial intelligence (AI) innovation platform with a total investment of 15.14 billion won through the establishment of the "Manufacturing AI Solution Development Support Center," which was selected for a Ministry of Trade, Industry and Energy project. After completing the foundational setup this year, Seongnam plans to invest 700 million won in 2026 to expand a high-performance computing cluster, discover manufacturing AI solution companies, nurture specialized talent, and build a collaborative network among companies, thereby accelerating the digital transformation of the local manufacturing industry.

Additionally, to strengthen the competitiveness of the system semiconductor industry, the city will allocate 2.3 billion won from its 2026 budget in connection with large-scale projects totaling 72.83 billion won, which were selected through national government initiatives. Seongnam will continue to expand a full-cycle support system, including shared use of advanced equipment for fabless companies, establishment of a system semiconductor verification support center, and creation of a demonstration base for defense industry semiconductor components. This will provide an environment where small and medium-sized fabless companies can receive support in one location from design to verification and prototype production, further solidifying Seongnam's role as a core city in the semiconductor mega-cluster.

Seongnam City is also accelerating the expansion of its digital infrastructure in the fields of transportation and urban safety. Through a Ministry of Land, Infrastructure and Transport project, the city will invest 2.2 billion won to create a high-precision electronic map with spatial information accurate to the centimeter, introduce a high-precision road map (HCMI) for use in autonomous vehicles and urban air mobility (UAM) demonstrations, and apply airborne bathymetric LiDAR and hyperspectral imaging technology to the Tancheon section to secure safety information against abnormal weather events such as floods, inundation, and algal blooms. Furthermore, with an investment of 1 billion won, the city will establish an AI-based road management platform capable of real-time detection and response to hazards such as potholes and road debris, creating a more scientific and proactive road safety system.

For the mobility-specialized city project, the city has allocated 350 million won to gradually expand Seongnam-style, human-centered mobility (MaaS) solutions, including autonomous shuttles connecting Moran Station, Seongnam High-Tech Valley, and Pangyo 2nd Techno Valley, as well as smart parking lots and official vehicle sharing services, thereby improving convenience for citizens in their daily commutes.

In the administrative sector, Seongnam will pursue work innovation by utilizing generative artificial intelligence (AI). To reduce simple, repetitive tasks and improve administrative efficiency and the quality of citizen services, the city will invest over 700 million won to build an AI-based administrative support service. It will also establish its own AI environment to strengthen the foundation for data security and a sovereign AI-based administrative system.

Mayor Shin Sangjin of Seongnam City stated, "The 2026 budget is a strategic investment to boldly transform Seongnam's future industrial structure and complete a new growth axis centered on artificial intelligence (AI), semiconductors, and future mobility. We will focus the city's capabilities on making Seongnam a global hub of innovation, providing growth opportunities for businesses and enabling citizens to experience tangible changes in their daily lives."
